The Air Force Research Laboratory, Materials and Manufacturing Division, intends to issue F33615-00-C-5902 on a sole-source basis to perform research and stable prototype development of a web-based automated methodology for affordable trade studies designed and developed open system. The system will include a cost-evaluation taxonomy/dictionary repository that will enable life cycle design decision-making processes by providing an effective means for addressing requirements and cost against performance of candidate design alternatives. Affordability trades studies must match the life cycle cost of and appropriate threat killer technology performance during the creative and mechanical design processes by teams and individuals in all stages of the life cycle. These "on-demand" trades studies begin in the earliest stages of conceptual development and continue through disposal supporting new systems, modifications and updates of subsystems, component, and unit levels essential for developing and producing affordable products. It is essential that cost performance measures used in all levels of the design decision making process explicitly consider how the candidate designs would be produced and what processes, materials, standards, tools, and labor will be used. The system will 1) allow a designer developing a design at a computer aided design (CAD) workstation and/or integrated product team (IPT) to evaluate cost as an integral part of the engineering design process (i.e., as the design is created and evolves under configuration management); 2) capture evolving design experiences not only by retaining design cost information, will allow the user to reuse, exploit and leverage the knowledge and experiences from the past; and 3) provide a means to study and analyze the impacts of design and programmatic changes on product/process costs (i.e., identify and understand what and how these variables influence cost). Accomplishing the objective is expected to involve requirements analysis and synthesis, design and construction, testing and validation, training and installation, demonstration and commercialization. The source will use industry, government and universities to support the program. This will be a cost-share contract. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
