NASA/GSFC is hereby soliciting Capability Statments for the necessary personnel to support the TOMS/SBUV research and development efforts of the Atmospheric Chemistry and Dynamics Branch. Contractor support is required in the following areas: the development and deployment of active remote sensing instrumentation; mathematical and computer modeling of radiative processes in the Earth's atmosphere; development and maintenance of software for the analysis of atmospheric observations; the analysis of experimental and meteorological data sets; and the analysis of statistical trends. Technical Requirements Include: 1) Algorithm Development and Statistical Analysis. The Contractor shall develop the code for an improved inversion algorithm for use on the NOAA Solar Backscatter Ultra Violet (SBUV) series of spacecraft instruments. The development should be aimed at improving the accuracy, removing faulty assumptions from the original algorithm and replacing these sections with more robust procedures, analyzing satellite data for statistical properties that will help in interpreting the underlying physical processes, and in the development of compression techniques for satellite data. The latter two tasks are to be no more than a 20% portion of the total effort. 2) Time Series Analysis. The Contractor shall develop various forms of time series analysis to provide correlation studies to identify underlying physical processes. In addition, the Contractor shall use these time series techniques to estimate long-term changes in the measured physical quantities. These efforts shall include, but not be limited to, analysis of ozone, aerosols, and UV irradiance at the Earth's surface. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will not be synopsizd in the CBD and on the NASA Acquisition Internet Service. NASA intends to award a sole source 8(a) contract. Vendors having the capabilites necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures and references.
