This notice is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). This procurement was originally posted on August 30,
1999, under solication number 10-02455. However, due to a lack of
qualified small businesses submitting proposals, this procurement is
now being handled as a full and open competition. Statement of Work: In
preparation for the Year 2003 Centennial celebration of the first
flight of Wright Brothers, the NASA History Office proposes developing
a publication of a multi-volume documentary history of the NACA/NASA
contributions to the advance of flight in America. It is intended that
this project will ultimately include several volumes relating to
aircraft aerodynamics, propulsion, hypersonic, control and other
electronic systems, structures, theoretical studies, basic and applied
research, and materials. This acquisition is for the first volume in
this series and will be dedicated to documenting the history of
aerodynamics research in the NACA/NASA. The model for this multi-volume
work is an earlier effort documenting the history of space exploration.
The NASA History Office first published in 1995 Exploring the Unknown:
Selected Documents in the History of the U.S. Civil Space, John M.
Logsdon, general editor, with Linda J. Lear, Jannelle Warren-Findley,
Ray A. Williamson, and Dwayne A. Day, co-editors. The four major
sections of this book included essays and critical documents in the
history of spaceflight. Each document was introduced by a headnote
providing context, bibliographical details, and background information
necessary to understand the document. A second volume appeared in
1997, a third in 1998, and three additional volumes in this series are
presently underway. Length, Amount, and Partnership Priorities for
Project: This project shall take place over the course of 1 year,
non-renewable and non-extendable, from the date that the contract is
finalized by the NASA Headquarters Procurement Office. This shall be a
small purchase, firm-fixed-price contract. Partnerships with
institutions of higher learning, especially those in which younger
scholars would be involved in the project, are welcome. Scope of
Project: The contractor shall research, select, compile, and edit with
introductions historical materials documenting the history of
NACA/NASA supersonic aerodynamics. These materials should be primarily
textual, but may include some graphic material as appropriate. These
documentary materials, as well as the introductory essays, should
reflect historically the social, cultural, economic, managerial, and
political dimensions of NACA/NASA supersonic aerodynamics research and
develop, as well as its scientific and technical aspects. While the
materialsselected should emphasize the role of NACA/NASA in the pursuit
of aerodynamics advancement at and beyond Mach 1, they should also
reflect influences and ramifications of supersonic aerodynamics
research in other countries and other U.S. agencies, including the
Department of Defense. The documentary materials included should
primarily be works not readily available elsewhere; therefore a heavy
emphasis shall be placed on records that have not been previously
published. The contractor's effort shall result in the typescript
equivalent of a one or two volume publication incorporating some 200 to
300 selected and edited seminal documents suitable for publication. The
contractor shall be responsible for all gathering, scanning, editing,
and obtaining the rights for publication of these documents. The
documents shall be organized by subject and presented chronologically
within each subject area, through the end of the century, or as near to
as possible. In addition, each document shall be introduced by an
explanatory headnote, while each subject shall be introduced by
introductory essays, written by the project historian(s) or
appropriately qualified experts, providing the historical background
and context for the documents assembled under each subject heading.
Photocopies of all documents to be included in the book, as well as
additional archival material located during the course of this work,
shall be delivered to the NASA History Office and the Langley Research
Center Historical Archives for future reference. This is a small
purchase, firm-fixed-price contract, and it shall be completed within
1 year from start of contract; performance milestones are as follows:
(Time after start of Phase II) 3 Months -- Progress report on work to
be date and what remains to be completed, draft manuscript for first
half of chapters (Payment -- TBD). 6 Months -- Progress report, first
draft of all remaining chapters (Payment -- TBD). 9 Months -- Progress
report, completed revised text and transcript of all documents
(Payment -- TBD). 12 Months -- Final report and submission of final
revised manuscript containing all parts of final product incorporating
expert readers' comments (Payment -- TBD) NOTE: Due to the nature of
the documentary history requested, documents shall be added to
individual chapters as they are obtained throughout the course of the
research. Thus "first draft" in this project shall consist of 50 to 75
percent of the documents to be included, plus a solid introductory
essay and headnotes for the documents obtained. Content Specifics: This
volume will begin with an introduction by the general editor that
explains the purpose and scope of the book as well as its contents,
describes the method of research and the parameters of study, and
presents in an introductory manner the major themes considered in the
project. It will be organized chronologically with each chapter
developing major themes. All writing will be of acceptable scholarly,
literary, and methodological standards as established by thehistorical
profession and the NASA History Program and reflect in earlier NASA
History publications. Footnotes in the introductory essays will appear
in proper academic style as established in the above and in the
Chicago Manual of Style. A list of new or special terms and acronyms
will be included in a glossary and explained when first appearing in
the text. Statistical material will be organized in readily
understandable format. An index prepared will be completed by the
editorial team upon completion of the typesetting of the volume.
Appendices will be included as appropriate. Performance Requirements:
This is a 1-year contract; reports of research progress, an outline,
drafts of major sections, the volume introduction and introductory
essays for each section, a glossary of terms, a graphics plan (proposed
illustrations and tables), and any appendices or cross reference guides
will all be reviewed at the milestones established by the project
manager and other NASA personnel. The general editor will securecopies
of all illustrative material suitable for publication, or have the
illustration reexecuted for publication in the volume. Finally, the
completed draft manuscript will be critiqued by a panel and revision
made to the draft in response to recommendations before final payment
is made. The graphics plan, the final manuscript (including all tables
and appendices), and one set of computer disks containing that
manuscript (see Word Processing Criteria) will constitute the critical
deliverable. Correction of page proofs and a professionally-done index
will constitute the final deliverable. All research notes,
correspondence, documents, permissions, photographs selected for
inclusion, manuscript sections and narratives, and rights to
publication of the study will become the property of NASA at the end of
the project. Publication of the work will be the responsibility of the
NASA History Office, which will attempt to publish the book within 2
years of the completed final manuscript. The individual(s) involved in
the writing of the work will be listed as author(s) of the published
work. Reports of progress, outlines of plans for the seminars, etc.,
will be reviewed at the milestones established by the project manager
and other NASA personnel. The final plans for seminars will be
critiqued and revisions made to the draft in response to
recommendations before payments are made. Work Processing Criteria: The
completed manuscript submitted as a deliverable must be on a PC
computer disks processed with the Microsoft Word program or on another
software processing program translatable into Microsoft Word.
Alternative software must be agreed to before work begins. The
electronic media record and the paper copy of the manuscript must be
identical. Font for the processed manuscript should be 10-pitch Courier
or an equivalent approved before work begins. Editorial Style: The
manuscript essays and introductory headnotes must employ formal,
scholarly style as defined by the current edition of the Chicago Manual
of Style, supplemented by the NASA style guide. The latter is provided
to contractors especially to guide the expression of government and
scientific nomenclature. Specifically: 1. The finished manuscript must
exhibit consistency of format, style, and usage throughout. 2. Passage
of text making direct and attributed use of more than fifty words
derived from another published work must be identified and the
contractor must obtain copyright permissions or waivers. 3. Footnotes
attributing quoted material of paraphrased material in the manuscript
to specific sources must follow rules given in the style manuals cited
above. Short titles will be used in place of op. Cit. or loc. Cit.
Format and editorial aspects of the deliverables will be evaluated
along with substantive, intellectual quality of the manuscript.
Documents for inclusion in the manuscript will be delivered fully
readable in electronic form, corrected after scanning to ensure that
they are accurate representations of the original document. Page
numbers of the original document will be placed in brackets in the
typescript version, and all deviations from the original document will
be fully explained. Procedure and Remuneration: The contractor will
accept guidance from the project monitor, and confer when possible with
NASA History Office members to ensure quality and unity of effort. The
contractor will carry out the project using contractor office space,
equipment, and supplies; however, work space and photocopying will be
made available to the investigator when researching in NASA
Headquarters. Payments will be issued per the schedule of deliverables.
The contractor will submit written progress reports of at least 300
words in length to the contract project monitor on an established
schedule. The contractor will provide all other deliverables to the
contract project monitor on the established schedule or penalties could
result. The following technical factors are applicable to this
procurement: a. Personnel Resources. This factor will be evaluated to
determine the qualifications of the contractor personnel proposed to
complete the work effort, with the premise that more highly qualified
individuals will improve the work product to the government. The
Offeror should provide a resume and references for the author(s).
Maximum (two) pages per resume and six references. All references shall
include telephone numbers. References that cannot be located will not
be evaluated. b. Corporate Experience and Past Performance. This factor
will be evaluated for depth and relevance to the work to be performed
under this solicitation. The quality of the offeror's past performance
will be evaluated to assess the probability for providing high quality
services to NASA and successfully managing the contract. The Offeror
should provide a list of previous publications of similar nature and
where they are available. List of previous publications shall not
exceed (six) most recent publications. c. Intrinsic Merit. This factor
will be evaluated for completeness, reasonableness, likelihood for
successful performance, and insight. Special considerations will be
given to proposals that indicate specific methodologies and
consideration of all the steps involved in preparing an academic
manuscript. The Offeror should provide a summary of the specific
approach they would undertake to perform the work requirements as set
forth in this synopsis. This summary shall not exceed (five) pages. The
provisions and clauses in the RFQ are those in effect through FAC
97-14. The quoter shall state in their quotation their size status for
this procurement. All qualified responsible business sources may
submit a quotation, which shall be considered by the agency. Delivery
shall be FOB Destination. Quotations for this procurement described
above are due by 3:00 p.m., December 16, 1999. Quotations are to be

acquisition must be submitted in writing no later than November 30,
1999. Award will be based upon overall best value to the Government,
with consideration given to the factors of proposed technical merits,
price and past performance; other critical requirements (i.e.,
delivery) if so stated in the RFQ will also be considered. Unless
otherwise stated in the solicitation, for selection purposes,technical,
price, and past performance are essentially equal in importance. It is
critical that offerors provide adequate detail to allow evaluation of
their offer (see FAR 52.212-1(b). Quoters must provide copies of the
provision at 52.212-3, Offeror Representation and Certifications --
