C.1 GENERAL: C.1.1 In support of its Force Modernization Acquisition
Strategy for a Medium Armored Vehicle Force, the U.S. Army has a
requirement to explore the concept of a Hybrid Electric High Mobility
Multipurpose Wheeled Vehicle (HE HMMWV); C.1.2 As an independent
Contractor, and not as an agent of the U.S. Government, the Contractor
shall furnish the supplies and services necessary to accomplish the
efforts required herein. The Contractor's responsibilities shall
include maintaining control of subcontractor and/or vendor efforts to
ensure Government requirements are met; C.1.3 Reports and Data: C.1.3.1
Information shall be furnished in accordance with the requirements,
quantities, and schedules set forth in the Contract Data Requirements
List (CDRL) (DD Form 1423) in Exhibit A. Data shall be submitted in
accordance with the applicable Data Item Description (DID) in an
electronic format compatible with Microsoft programs (such as Word,
Access, Excel, Power Point,etc.) unless otherwise specified in the SOW
or CDRL; C.1.3.2 Copies of standard DIDs called for under this
contract and not contained in Exhibit A can be obtained from Naval
Publications at the following address: Commander, Naval Publications
and Forms Center, Code 3051, 5801 Tabot Avenue, Philadelphia, PA 19120;
C.1.4 Meetings: C.1.4.1 The Contractor shall conduct a Contract Start
of Work Meeting within five days after contract award; C.1.4.2 The
Contractor shall conduct informal project status meetings with the COR
on a bi-weekly basis unless otherwise directed by the COR. The purpose
of the meetings shall be to review contractor status and progress.
Meeting location, time and attendance shall be coordinated with the
COR; C.2. TASKS. The contractor shall ensure that satisfactory
solutions are provided to design problems and design improvement
investigations. Satisfactory solutions are those which maintain
compatibility of all physical, functional and technical interface with
the established system design and definition. This shall be
accomplished without degradation to the established HMMWV system design
and definition as defined in the draft HMMWV System Specification dated
15 October 1999 unless otherwise approved by the Government. The
contractor shall integrate scientific and engineering investigations to
ensure compatibility of all physical, functional and technical program
interfaces with the established design and definition. Unless
otherwise stated, reports shall be prepared in the contractor's format
in accordance with DI-MISC-80508 and CDRL A001; C.2.1 Impact
Assessment/White Paper. The contractor shall conduct an impact
assessment to determine the cost, schedule, performance, risks,
producibility and feasibility of a HE HMMWV. As a result of the
assessment, the contractor shall prepare a White Paper in accordance
with CDRL A001. The Paper shall identify the results of the
contractor's investigations and evaluations. Recommendations and
supporting rationale for an initial procurement action of up to 2 each
pilot vehicles as well as future course(s) of action to incorporate
the design into production shall also be included. Supporting
documentation shall include production cost estimates, manufacturing
plan (which includes a description of the components that are needed to
be added and deleted, as well as identification of any components that
have a lead time in excess of 4 months) technical reports,
calculations, layouts, drawings, sketches, schematics charts and/or
other visual depictions (including photographs and videos) and purchase
descriptions. The report shall also address the potential impact on
Integrated Logistics Support (ILS) (initial/follow-on provisioning,
technical manuals, TMDE, tools, training, etc.) as well as any
anticipated cost associated with the change. The White Paper shall be
delivered to the COR within sixty days after contract award. Restricted
