Government has a requirement for Professional Architect/Engineering
Services with IH Services for Proj. #646-00-103A to install new roof
(approx. 12,000 sqf.), repair parapet and tuckpoint brick where needed
on Building 17 at the H.J. Heinz Division of the VA Pittsburgh
Healthcare System, Delafield Road, Pittsburgh, PA 15215. All designs to
be done in accordance with NFPA, VA guidelines and directives, VA
master specifications and all other applicable codes. A/E
responsibilites include Field Investigation, Schematics, Design
Development, Construction Documents and Construction Period Services.
Review existing as-built information and perform site survey to
evaluate existing condition of bricks, parapets and all roofing and
associated materials. Entire perimeter parapet needs walls investigated
along with exterior brick walls. Prepare schematics, design
development, construction documents, drawings and contract
specifications including required notes, details, legends, locations of
equipment, etc. with design review submissions at 33%, 66$ and 100%;
attend design review meetings and provide consultation; submit report
with recommendations/options for replacement, complete with cost
options. Drawings shall be done using AutoCad V.14 and specifications
using Microsoft Word. Coordinate, review and consultation services thru
completion of entire project including witnessing acceptance tests and
site visits/inspections to ensure work is being completed in
accordance with contract requirements and providing accurate as-built
drawings in AutoCad format and one complete set of mylar as-builts. A/E
is also responsible for providing Professional Industrial Hygiene
Services to perform asbestos survey investigations, bulk sampling,
asbestos removal and specifications and drawings and perform monitoring
in appropriate areas and perform construction period services.
Procurement is set-aside for emerging small business concerns. An
emerging small business concern is one whose size is not greater than
50 percent of thesize standard applicable to the standard industrial
classification code (SIC) assigned to the procurement. The SIC Code is
8712; size standard is $2.5M average annual gross revenue for the last
3 fiscal years. Construction cost estimate is between $100,000 and
$250,000. Award will be to the A/E firm judged by the VA to be the best
qualified for the work. See Numbered Note 24. Special qualifications
are knowledge of roofing materials available and prior successful
experience designing projects of this size, nature and cost. Area of
consideration is limited to a 60-mile radius from the VA Pittsburgh
Healthcare System, Delafield Road, Pittsburgh, PA 15215. All interested
responsible and qualified emerging small business firm within
geographic limitation desiring consideration shall submit 3 copies of
SF 252 and SF 254 on or before COB (4:30 PM local Pgh. time) 12/28/99
to the attention of the Marian Ropelewski (04A1-H), VA Pittsburgh
