A-76 Cost Comparison Study of the Directorate of Information Technology
(IT) for Fort Drum, NY. The intent of this study is to determine the
most efficient and cost effective method of providing the management
and operation of IT. This notice does not constitute a commitment by
the Government. The study will determine whether these services should
be performed under a contract with commercial sources or through the
federal work force. A Government proposal to provide these services is
being developed and a contract may or may not result. IT services
sustain Fort Drum's information technology mission and include the
following functional areas performed at Fort Drum: Information
Technology Management, Information Technology Operations, and
Information Technology Support Services. Proposal evaluation will be in
accordance with the procedures set forth in OMB Circular A-76 and
Section M of the of the Request for Proposal (RFP). RFP issuance will
be o/a 03 April 2000, and will be available by accessing the Fort Drum
Directorate of Contracting's Home Page at
http://www.drum.army.mil/garrison/director/spcl/dircon/service.htm.
Hard copies of the RFP will not be available. Any resultant contract
will have a performance period consisting of a base year with four
option years and contract type is anticipated to be cost plus award
fee. A complete technical, management and cost proposal with associated
documentation will be required. SIC is 7376 with a small business size
standard of $18.0 million. No restriction has been made limiting the
responsible sources which may submit an offer. A MARKET SURVEY IS BEING
ISSUED BY FORT DRUM TO DETERMINE IF THERE ARE ANY SMALL BUSINESS
CONCERNS THAT HAVE THE DEMONSTRATED CAPABILITY AND THE FINANCIAL
RESOURCES TO SUCCESSFULLY PROVIDE THE REQUIRED IT SERVICES. THE
SET-ASIDE STATUS IS STILL TO BE DETERMINED. Small businesses interested
in this solicitation are requested to complete the market survey
requirements at the same Fort Drum Directorate of Contracting's Home
Page location given above. The survey is to be completed in its
entirety. The survey will include the respondents' phone numbers,
addresses, and business size. The due date for responses to the market
survey is 4:00 PM EST, 17 December 1999. For the market survey, only
those responses submitted through the Fort Drum market survey
procedures discussed in this synopsis will be accepted.***** Posted
