The Space and Naval Warfare Systems Command is seeking sources to conduct Cable Sea Engineering Services. The work requires experience and technical proficiency in: (1) Deploying long haul under sea cable systems; (2) Repairing faulted cable; (3) Retrieving cable systems; (4) Installing underwater arrays and sensor fields; (5) Planning and conducting acoustic, bathymetric, cable route and field surveys; (6) Perform depot level maintenance of shipboard mission systems; and (7) Develop undersea system deployment plans based upon results of the conducted surveys. All personnel providing engineering services must have or be able to obtain a secret clearance. The offeror must have the infrastructure and work force to support operations worldwide and to conduct multiple simultaneous operations. All sea going personnel must be certified medically fit for sea duty. The offeror must have or be able to obtain a facility clearance, and possess classified storage space for approximately 10,000 classified documents, with classifications up to the Secret level. SPAWAR is particularly interested in knowing if there are any small businesses, which feel they are capable of meeting this requirement. The SIC Code for this procurement is 8711. Small businesses and 8(a)'s interested in restricting this procurement should submit capability statements by 14 December 1999. Should technically qualified/capable small businesses or 8(a)'s respond, this requirement will be considered for 100% Small Business or 8(a) Set-Aside. Should insufficient qualified small businesses or 8(a)'s be identified, SPAWAR plans to proceed with a full and open competition without further announcement.
