NASA/GSFC plans to issue a Draft Request for Proposal (DRFP) on a full and open competitive basis for continued Logistics Services to be performed at the Greenbelt, Maryland and Wallops Island, VA locations, and to NASA Headquarters in Washington, D.C. This requirment is a follow-on to Contract NAS5-32889 with Cortez III Service Corporation. A cost-plus-incentive-fee(CPIF)/ Award Term (AT), performance based contract is contemplated. This will be part of NASA's pilot program of issuing Award Term Contracts. The contractor will perform the following services: Project Logistics Support(Integrated Logistics Support, Mechanical Engineering, Storage, Project Supply Support, and Export Control);Supply Support Operations (Requisition Processing, Inventory Management, Research and Cataloging, Purchasing and Acquisition, Receiving, and Warehousing); Transportation (Traffic Management, Preservation, Packing and Packaging, Material Handling, and Fleet Management Operations); Equipment Management Support Services (Equipment Control and Excess Program); and Administrative Support Services (Mail Services Center, Form, Records and Directives, and Interior Design). The DRFP is being issued to solicit industry's comments on the requirements, planned terms and conditions of the proposed contract, instructions for proposal preparation, and evaluation approaches. Potential offerors are specifically requested to identify unnecessary or inefficient requirements and any barriers to the implementation of the contract in a cost effective, performance-based manner. The provisions and clauses in the DRFP are those in effect through FAC 97-14. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The SIC Code and Size Standard are 8744 and $5M, respectively. The DPAS rating for this procurement is DO-C9. The complete Product Service Code is R706. The DRFP will be released on or about December 8, 1999. All comments on the DRFP must be submitted electronically to the Contracting Officer by close ofbusiness December 22, 1999. The Government intends to hold a pre-solicitation conference and site visit, for which the dates will be cited in the final solicitation. The Government through the use of the DRFP, the pre-proposal conference and site visit intends to maintain the schedule and expects industry to voice all concerns, issues and questions in the period prior to the release of the final RFP. The Government intends to award based on initial offers. Comments on the DRFP are not mandatory. The use of any comments received is at the discretion of the Government. The final RFP will be synopsized prior to its release. The Government does not intend to award a contract based on the DRFP, or to otherwise pay for information solicited or provided.
