Systems Division (NAWCTSD) has a requirement to support the Navy's
Command Aircraft Crew Training (CACT) Program which requires that the
contractor provide all labor, equipment, training facilities, tools,
training materials, training aids, scheduling administration,
administration, documentation, instructors (for ground school,
simulator, and aircraft flight training), aircraft, supervision and any
other items or services necessary for academic and simulator training
and in-aircraft flight training for the Navy's C-26D. The C-26D is the
Navy's designation for the C-26B (military version of the Fairchild
Metro 23/SA227DC). Where C-26D specific training is not available (as
the FAA does not certify C-26D training), Fairchild Metro 23/SA227DC
training is acceptable; however, C-26D differences shall be noted.
Contract award is scheduled for 28 February 2000. The Training Center
will provide training ground school and simulator training. The
Training Center shall be certified under 14 CFR Part 142 for the
Fairchild Metro 23/SA227DC. Except for materials and equipment
identified to be provided by the Government, the Training Center shall
furnish all: training materials (e.g., PUI Training Manual),
equipment, training aids, instructors, administrative support, training
devices (simulator, cockpit familiarization trainer (CFT), avionics
part task trainer (PPT)), and environmentally-conducive facilities/
classrooms/student areas required to perform this contract. The
contractor shall provide a Fairchild Metro 23/SA227DC or Fairchild
Metro 23/SA227DC configured to a C-26B/D flight simulator whose
performance capabilities minimally meets all training and flight
requirements defined in 14 CFR Part 121. The simulator(s) shall
minimally be certified Level "C" under Federal Aviation Administration
(FAA) Advisory Circular 120-40. A higher level FAA flight simulator
certification is acceptable. Ground school and simulator instructors
shall meet certification standards under the Training Center's 14 CFR
Part 142 certification. The Flight Training contractor shall provide
environmentally conducive brief/debrief rooms, Fairchild
C-26B/D/SA227DC or Metro 23/SA227DC aircraft (in that order of desired
preference) and flight training instructor(s) for in-aircraft flight
instruction. The contractor shall be responsible for insuring proper
aircraft maintenance for all aircraft used in in-aircraft flight
training. The contractor must provide Fairchild C-26B/D/SA227DC or
Fairchild Metro 23/SAA27DC aircraft for flight training that have a FAA
airworthiness certificate per 14 CFR Part 21 and are maintained per 14
CFR Parts 91 and 43. The contractor shall have liability insurance
(e.g., property damage, personal injury) on the aircraft, student and
flight instructor commensurate with industry standards for an aircraft
of the SA227DC's value and size when used for flight instruction
purposes. Prior to use of an aircraft, the contractor shall provide
proof of insurance on that aircraft. Upon Government request, the
Government may at any time during the contract inspect for compliance
in flight instruction/curriculum, aircraft condition,aircraft
maintenance and aircraft airworthiness. The in-aircraft flight
instructor(s) must be FAA type rated in the Fairchild aircraft used for
instruction and must be a FAA Certified Flight Instructor-Instrument
(CFI-I) or a FAA certified Air Transport Pilot (ATP) with ground,
visual and instrument flight instruction experience/time in the
aircraft (e.g., 50 instructor hours or former military flight
instructor). The contractor must submit instructor resume(s) to the
Government for approval within 10 days after contract award. Resume(s)
shall specifically address in-aircraft flight experience and FAA
certificates. The Contractor will be required to submit for Government
approval an Approved Training Syllabus (ATS) for each course that
meets applicable requirements of the Naval Lair Training and Operations
Procedures Standardization (NATOPS) for the above cited aircraft. An
Indefinite Quantity, Requirements type contract with provisions for
firm fixed-price delivery orders in anticipated with a 58-month period
of performance (base year and four option years). Contract award is
planned for 28 February 2000. This procurement will be a negotiated,
best value acquisition based on full and open competition in accordance
with FAR Part 12, Acquisition of Commercial Items. NAWCTSD anticipates
release of the solicitation N61339-99-R-0030 on or about 10 December
1999. It is anticipated that proposals will be due by 3:00 PM, LOCAL
TIME, on 7 January 2000. The solicitation will be made available
