includes furnishing all labor, tools, equipment and materials to
fabricate and install two (2) offshore light structures, one of which
shall support a Government furnished navigational light tower to be
installed by the contractor. Additionally the scope of work includes
the demolition, removal, and legal disposal of one existing steel
marine structure and the recovery, removal, and legal disposal on one
damaged navigational light tower. The demolition and recovery work is
located in the vicinity of the locations of the new structures. The
contractor shall propose a method for demolition and installation based
on available marine equipment and this shall be subject to the
Contracting Officer's approval. The contractor shall provide all
temporary and permanent materials and erection aids required. The
estimated price range is between $250,000.00 and $500,000.00. Bid
guarantee, payment and performance bonds are required. This
solicitation is being issued pursuant to the Small Business
Competitiveness Demonstration Program and is open to both small and
large businesses participation. All responsible sources may submit a
bid, which will be considered by this agency. Requests must be

previously requested this project under the presolicitation notice

Transportation (DOT), offers working capital financing and bonding
assistance for transportation related contracts. DOT's Bonding
Assistance Program (BAP) offers bid, performance and payment bonds on
contracts up to $1,000,000.00. DOT's Short-Term Lending Program (STLP)
offers lines of credit to finance accounts receivable. Maximum line of
