Sustainable Design Features The work includes the design and construction of a small craft berthing wharf and a 2007 square meter building at Naval Station, Mayport, Florida. Site work includes paving for access roads, parking, and a boat ramp at the small craft berthing area. The small craft berthing wharf will include 366 meters of usable berthlength to support tugs, open barges, floating cranes, landing crafts, a work platform barge, an oil spill skimmer, utility transport boats, and a dive boat. Dockside services include low voltage electrical, water, and diesel and motor gasoline fueling. Construction of the wharf will require the demolition and removal of rock at the Naval Station's south jetty, as well as dredging in front of the new wharf and at Mayport's entrance channel into the turning basin. The building will include administrative, shop, and storage spaces to support the harbor operations, port control, small craft repair, and rapid oil spill response missions at the Naval Station. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforming to the solicitation will be the "BEST VALUE" to the Government, price and technical factors considered. This procurement will consist of two (2) Phases, factors described above. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the offeror submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. OFFERORS ARE ADVISED THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS IF POSSIBLE. Therefore, proposals should be submitted initially on the most favorable terms.
