System consisting of the tank, internal plumbing (including internal
fuel pump) and external restraint system along with commercial
documentation. The Government intends to award an indefinite delivery,
indefinite quantity contract based on firm fixed prices for a minimum
quantity of one and a maximum quantity of seventy each. This item will
be solicited IAW FAR Part 12 on a competitive basis; however, submittal
of a First Article Test unit for qualification purposes will be
required. Delivery will commence 12 months after receipt of order to
Ft. Campbell, Kentucky. This fuel system has been defined as an item
that must comply with the Berry Amendment. Therefore, the bladder must
be constructed of fiber and coated fibers made in the United States
and the bladder itself must be manufactured in the United States. The
external shell is not subject to the Berry Amendment. This requirement
shall be downloaded from the Interagency Business Opportunities Page
(IBOP)website: https://abop.monmouth.army.mil. Contractors must
register in IBOP in order to be able to submit a quote. Once
registered, there is no requirement to register again. Proposals for
this solicitation will only be accepted through IBOP. Due date for
receipt of proposals is anticipated for 1200 hours, 4 January 2000.
