Information (RFI) is the initiation of market research under FAR Part
10 and is not a Request for Proposal (RFP). The Government does not
intend to pay for any information resulting from this request. Customs
is seeking expressions of interest and capability statements in regard
to the following. 1. Background. The U.S. Customs Service (USCS) Air &
Marine Interdiction Division (AMID) requires a major communications
upgrade to meet the requirements of an expanding fleet of aircraft and
vessels, digital requirements and expanding operating areas. The AMID
is mandated by Congress to interdict air and marine smugglers
attempting to illegally import contraband into the United Stated. In
order to accomplish this mandate, the use of sensors and a variety of
communications platforms are being utilized. Recently, the Customs
Marine Division has been incorporated into the aviation division, which
creates a requirement for a communications system compatible with
vessels, aircraft, and the facilities that provide command and control
for the safe and effective interdiction effort. Additionally, Customs
air and marine law enforcement resources must be able to communicate
with other federal and civil law enforcement agencies as well as
Department of Defense facilities and aircraft. This communications
upgrade must meet specific requirements, i.e., future digital
standards, over the horizon re-keying (OTAR) capable, multi-band
capable, have embedded encryption that allows for secure communications
with clear text override, and most importantly, be lightweight and
compact. 2. Scope of Work. The contractor shall provide a prototype
transceiver, available for testing, that meets the requirements
indicated above or provide a detailed technical description of a
product currently under development. The prototype must be accompanied
by a cost proposal based on lot sized purchases, i.e., amount for 20
radios, for 30 or 100 units. Responses to this RFI indicating that the
information therein is proprietary or represents confidential business
information will be received and held in confidence for U.S. Government
use only. However, Customs may develop an RFP from the information
gathered from industry as a whole. Please provide responses by close of
