The Government does not intend to pay for any information resulting from this request. Customs is seeking expressions of interest and capability statements in regard to the following. 1. Background. The U.S. Customs Service (USCS) Air & Marine Interdiction Division (AMID) has a need to improve low level detection capability along the southwestern border of the United States to detect aviation smugglers attempting to utilize the gaps that exist between the tethered aerostat radar systems, and other detection platforms strategically located along the international border. The AMID is mandated by Congress to interdict air smugglers attempting to enter the United Stated illegally. In order to accomplish this mandate, specific technology is required. Foremost among these technologies is the ability to detect, track, monitor, and ultimately apprehend the smugglers and seize their aircraft. The AMID requires the ability to detect these aircraft approaching the arrival zones of the United States, specifically along the southwest border. This ability is meant to function as _gap fillers_ between the tethered aerostat systems strategically located along the southwest border. In order to be effective this technology must be passive in nature; that is, aircraft being monitored and tracked must not be aware that they are being detected by law enforcement. Passive technology must be able to utilize existing emitters and/or be portable and able to be relocated with relative ease. A description detailing how the data would be transmitted to the command and control facility, how it would be displayed, the data format, and potential costs per unit for a complete system should be provided. It is understood that any costs would be estimates considering such a system has not been previously deployed. 2. Scope of Work. Specifically, this detection capability must provide real-time cues of suspect aircraft, be passive in nature, provide a minimum of 15,000_ of coverage, detect targets at ranges of at least 100 miles, and require limited maintenance. The contractor shall provide a prototype of such a system that clearly demonstrates its abilities and capabilities to accomplish the requirements stated above. A detailed description of the required hardware and software must be provided to include size, weight, power requirements, connectivity requirements, space required per system, areas of coverage (altitude and distance) and costs that are recurring and nonrecurring. Sensor data must be transferable over normal data grade telephone lines or possibly uploaded and downloaded via satellite. Each system must be near portable in size. Responses to this RFI indicating that the information therein is proprietary or represents confidential business information will be received and held in confidence for U.S. Government use only. However, Customs may develop an RFP from the information gathered from industry as a whole.
