the intent of Western Area Power Administration (Western) Rocky
Mountain Regional Office to solicit with only one source, Alstom ESCA
Corporation, under the authority of FAR 6.302-2 entitled "Unusual and
compelling urgency" for the purchase of an OASIS automation system
(OAS) and an Electronic tagging system (JTAG). The solicitation number
is DE-RQ65-00WJ13594, Request for Quote. The Standard Industrial
Classification code is 7371 with a small business size standard of $18
million. Requirement: 1) One complete OAS package. 2) One complete
JTAG package. Both packages shall include all necessary software,
licenses, integration, installation, one year maintenance and training
to allow the Rocky Mountain Region full and complete use of every
aspect of the package. In addition, the JTAG shall provide the ability
for any utility Western chooses within the WSCC to utilize all
components of the JTAG package, including Tag Agent, Tag Authority and
Tag Approval. 3) Installation: Installation shall be at the Rocky
Mountain Regional Office, Loveland, Colorado. Installation shall
include any and all labor and material for complete installation of the
ETMS system hardware and software. 4) Configuration: Configuration
shall be as requested by Western to assist in configuration of both OAS
and JTAG. This shall include: Insertion and programming of Western
business rules into OAS, Configuration of the OAS ATC calculation
engine, Configuration of JTAG for both Western and all customers who
utilize JTAG in clustered environment. 5) Training: Training shall
include four 4-hour sessions (2 days) that cover 4 subjects (one
subject per 4 hour block). Subject shall include, as a minimum: a. Use
of JTAG for the everyday user (Agent and Approval), b. Use of and
troubleshooting JTAG in a clustered envirnoment for the technical user,
c. Use of OAS for the everyday user, d. Configuration of OAS. The
system and training shall be delivered to Western Area Power
Administration, 5555 E. Crossroads Blvd., Loveland, CO. 80538 8986.
Required delivery is no later than January 15, 2000. This notice of
intent is not a request for competitive quotes. If no affirmative
responses are received within 5 days after publication of this notice
to effect that a comparable source is available that fully meets
timeframes and the Government's needs a contract will be placed with
