A -- SATELLITE LABORATORY FOR FUNCTIONAL AND MOLECULAR IMAGING SOL N02-NS01020-07 DUE 120399 POC Victor S. Buyny, Contracting Officer, 301-435-3808 Notice N02-NS01020-07 for a "SATELLITE LABORATORY FOR FUNCTIONAL AND MOLECULAR IMAGING," which was issued on November 4, 1999 (Submission No. 398089), is amended to eliminate Numbered Note 22 and to revise the due date for quotations. This procurement is now being conducted under the Simplified Acquisition Procedures of FAR Part 13. The revised synopsis follows: The National Cancer Institute (NCI) proposes to contract with the Carnegie Mellon University for a Satellite Laboratory of Functional and Molecular Imaging. In August 1999, the National Institute of Neurological Disorders (NINDS) at NIH selected Dr. Alan Koretsky to be the Chief of the Laboratory of Functional and Molecular Imaging in NINDS. In this capacity, Dr. Koretsky will continue integration of state of the art imaging techniques with genomic studies using the mouse as the primary model; however, the NINDS laboratory for these studies will not be completed in time for Dr. Koretsky to continue his research. In order to allow for the continuation and progress of the ongoing research, the NINDS proposes to provide him with research support from the Carnegie Mellon University (CMU) Laboratory. This will allow for continuation of this imaging research and the maintenance of the mouse colony that has been established for this research. All of the work to be conducted under contract will result from the intellectual conception, direction and approach by Dr. Koretsky. The CMU Laboratory, designed by Dr. Koretsky, integrates state of the art imaging techniques with genomic studies using the mouse as the primary model and investigates issues in tissue energetics and development of the brain. The existing staff at CMU has acquired an expertise and familiarity with the research, which cannot be duplicated without years of work on these experiments. Based on the above, the Government believes that the Carnegie Mellon University laboratory is the only source that can provide the necessary resources to continue the research without a loss of substantial progress and data that it has acquired over the years. This contract is being solicited on a fixed price basis with a base period of five months with two (2) one-month options. The proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to this requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 3:00 PM EST on December 3, 1999 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Collect calls will not be accepted.
