B -- STUDY OF STATE AND LOCAL IMPLEMENTATION OF THE INDIVIDUALS WITH DISABILITIES EDUCATION ACT (SLIIDEA) SOL ED-00-R-0007 DUE 010700 POC Pamela J. Hunter, Contracting Officer, 202-708-9256 Pending the availability of funds, the US Department of Education has a requirement to evaluate the implementation and impact of the 1997 reauthorization of the Individuals with Disabilities Education Act (IDEA). Specifically, this 5-year study will examine six "cluster" areas of IDEA provisions relevant to the delivery of a free appropriate public education for all identified children and youth with disabilities. These six areas are 1) Improved performance, 2) Supporting least restrictive environment, 3) Successful transitions for young children, 4) Successful transition to post-school life, 5) Positive behavioral supports, and 6) Positive parent intervention. The Department awarded a task order to a team of researchers to design the SLIIDEA study. This task order is in effect from August 1998 February 2000. Several major formative activities related to this study have been completed: literature review/background paper; conceptual framework; working design plan, plan of operation, instrument lists, and development of new instruments.
