16 -- LOW PROFILE FLOTATION COLLARS SOL N68936-96-D-0300 DUE 010900 POC William T Monckton, Contract Specialist, (760) 939-8234 Naval Air Warfare Center Weapons Division intends to negotiate with SEI, Asheville, NC on an other than competitive basis for an increase to the maximum orderable number of low profile flotation collars from 12,000 by 4,000 Type 1 collars to 16,000 under Contract N68936-96-D-0300. SEI is the only qualified source of these collars. SEI is the designer, developer and sole manufacturer of the low profile flotation collars and is the only firm with the knowledge, experience and proprietary process and designs to manufacture and deliver qualified collars. A complete technical data package is unavailable due to proprietary data held by SEI and due to the development of the collars at SEI's private expense. FOB Destination. Quantities, funding and Delivery schedule specified per delivery order. Contract ordering period ends 31 December 2000. Required deliveries per terms and conditions of the contract: quantites of 1 to 250 -- 90 days after issuance of order, quantities 251 to 500 -- 120 days, quantities 501 to 1000 -- 150 days, quantities greater than 1000 -- 180 days.
