The Naval Surface Warfare Center, Coastal systems Station, Dahlgren Division, intends to issue a competitive solicitation for procurement of an Underwater Remotely Operated Vehicle (ROV) system including complete top-side control console. This ROV must be rated to operate at depths of 2000 meters in seawater. Nominal vehicle size shall be 1.8 meters long, 1 meter wide, and 1 meter high. Weight shall no exceed 1250 pounds. ROV shall be capable of 3.5 knots forward, 1.25 knots lateral, and 1.6 knots vertical with 400 feet of umbilical cable and no water current. ROV shall be capable of turning at a rate of 45 degrees per second maximum. A minimum of two thrusters each for vertical/lateral and horizontal are required. Lifting capacity shall be nominal 95 pounds at 35 pounds trim buoyant, 3000 feet of fiber optic umbilical cable. Both wide angle and minimum 10:1 zoom TV cameras are required, along with an appropriate lighting system. Surface control console shall be no larger than 32 inches high by 30 inches deep by 24 inches wide, and weigh not more than 310 pounds. ROV will also be capable of retrofit of a 4-function manipulator, underwater tracking system, and scanning sonar. Surface power unit shall be no larger than 30 inches high by 12 inches deep by 24 inches wide, and weigh not more than 275 pounds. Delivery will be to the Coastal Systems Station, 6703 West Highway 98, Panama City, Florida, 32407-7001. Required delivery date is 120 days after award of the contract.
