These materials will be procured using FAR parts 12 and 13. This solicitation is full and open. Solicitation will be issued on 9 DEC 99 and will close on 17 DEC 99. Description: Variable ratio plural component proportioner paint system; QTY 1. The proportioner paint system shall be equipped with a system to change and set the ratio at which the components are delivered/pumped to the mix station/block. This system will allow the operator to set and change the mix ratio as needed without changing any internal/wetted parts of the proportioner pump. This system will allow for an infinite number of ratio settings between 1:1 and 4:1. The proportioner paint system shall include a control panel display which provides a read out of the following attributes: 1)pressure of the system, 2) ratio assurance prior/during spray application, 3) A&B component levels at the feed system, 4) total material usage, 5) solvent usage, 6) material temperature and 7) cycle counters for proportioner and solvent pump cycles. The monitoring system shall detect the problem, inform the operator, and shut down the paint system if an adverse condition exists. The control panel shall receive and store multiple coating ratios. The control panel shall provide security of the operating and alarm settings. On-site final assembly, testing, and training to be provided by vendor and commence on 11 JAN 2000. Delivery: Proportioner paint system must be delivered FOB destination to Puget Sound Naval Shipyard by 10 JAN 2000.
