Warfare Center Aircraft Division is seeking sources capable of
providing a Communications Voice Switch for the Air Surveillance and
Precision Approach Radar Control System (ASPARS) Operations Subsystem
(OS)/Communication Subsystem (CS). The Naval Air Warfare Center
Aircraft Division (NAWCAD) Patuxent River, St. Inigoes, Maryland is
designated as the ASPARCS (OS/CS) system integrator and anticipates
issuing a solicitation for a Communications Voice Switch. NAWCAD seeks
information on the performance, design, physical attributes and
integration requirements for this equipment. The goal of this proposed
acquisition is to purchase Non-Developmental Item
(NDI)/Commercial-Off-The-Shelf (COTS) equipment, which utilizes an open
system architecture with non-proprietary interfaces. It is
envisioned/requested that this Communications Voice Switch consist of
a Communications Control Unit (CCU), Operator Control Units (OCUs) and
necessary interface equipment. The CCU shall integrate all voice
communications devices (radios, landlines, and intercom), OCUs, voice
recorders, and the landline patch panel. The OCU shall provide operator
access to all voice communications channels. The minimum (threshold)
CCU capability to be provided is: 12 tactical radio channels, 12
telephone channels, 6 Tri-Tac compatible telephone channels, 6 intercom
channels (IC), 6 OCUs (4 operators, 1 supervisor, 1 maintenance), and
12 interfaces to a voice recorder. The CCU shall also provide the
functionality for the additional growth (objective) of 12 additional
radio channels, 6 additional telephone channels, and 6 additional OCUs.
The OCU capabilities shall include the ability to access each of the
voice channels as well as provide for visual indicators indicating
radio selection, keying, reception, encryption mode, and ECCM mode.
Each OCU shall also include speaker(s), headset jacks, operator keypad,
as well as basic over-ride capabilities. NAWCAD seeks information
regarding industry's approach to the above switch requirements. In
addition, information relating to the following specific attributes is
requested: 1) potential CCU card compliment/quantities to achieve the
threshold and objective channel requirements; 2) Nominal weights and
sizes of all components/chassis comprising both the CCU and OCU's; 3)
Recommendations on single and/or dual CCU design capable of meeting the
1km separation requirement; 4) Recommendation on the transmission
medium (and associated hardware) for remoting operators in the OS 1km
away from the CS while maintaining complete access and control of all
communication assets; 5) Interface (signal format) used to connect
and/or remote the OCU and/or the CCU regardless of separation distance;
6) Interface (signal format) which would allow recording of the
selected communications from each OCU and intercom; 7) Ability to
provide the communication switch in its entirety (without and with the
1 km separation features) as a turnkey system. Interested parties are
