Institute of Standards and Technology (NIST) intends to acquire from
MWG-Biotech Inc., 4170 Mendenhall Oaks Parkway, High Point, North
Carolina 27265 on a sole source basis a BIFLEX III Matrix Assisted
Laser Desorption Mass Spechometer under the authority of Federal
Acquisition Regulation (FAR) Subpart 13.106-1(b) Soliciting from a
Single Source. The equipment shall be sent FOB Destination NIST.
Installation, system familiarization and training will be included.
Inspection and acceptance by NIST end users will take place on site
after a satisfactory completion of a demonstration. This acquisition
will also include a warranty for parts and labor for the first year, as
well as an Extended Warranty covering the same parts and labor for the
second year. The acquisition will also include the option to purchase
maintenance services and an extended warranty for up to 60 months
after purchase. NIST will consider Lease to Ownership (LTOP) and
purchase plans. The NIST Biotechnology Division is looking to purchase
an automated time-of-flight mass spectrometer coupled with a robotic
sample preparation station. This instrumentation will be used for
standardizing DNA typing procedures involving single nucleotide
polymorphisms (SNP) analysis. The purpose of this project is to produce
the next generation technology for human identification and is being
conducted in collaboration with the U.S. Department of Justice. It is
anticipated that this technology will have a high sample capacity and
will aid in reducing the backlog of convicted offender samples being
gathered around the United States. The system shall have a robotic
sample preparation that is capable of automated PCR as well as
automated sample preparation and spotting of MALDI-TOF ( Matrix
assisted laser desorption -- Time of Flight ) mass spectrometry plates.
The MALDI-TOF portion of this system shall have a source target with
the industry standard, microtiter plate dimensions (approx. 110 X
73mm). The MALDI-TOF data collection software shall haveautomated
acquisition capabilities with adjustable peak picking parameters. The
MALDI-TOF sources shall have full, high-resolution X/Y coverage of the
target plate, including all spaces between target 'spots'. The source
target shall be able to accept plates with adapters for other target
dimensions (such as targets from third party sources and automatic
spotting devices). The system shall have gridless ion optics design
(both source and reflector) for highest ion transmission. The system
shall have a free standing floor model (not a 'bench-top' model) and
have ample accessibility for user installable research modifications.
The system shall have an electronically gated detector in linear mode
for elimination of lower mass species, such as matrix or monomers,
while maintaining a sharp cutoff with minimum mass distortion. A
determination by the Government not to compete this proposed order
based upon responses to this notice is solely within the discretion of
the Government. Written responses to this synopsis shall contain
sufficient documentation to establish a bonafide capability to fulfill
the requirement. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
