Forty-Eight (48) months. A Cost Plus Fixed Fee Indefinite Delivery
Indefinite Quantity Contract not to exceed thirty (30) million dollars
is contemplated. The purpose of this effort is to refine the current
targeting functionality of the Joint Targeting Toolbox (JTT) and the
production functionality of the target material/mission planning
material support systems to support the evolution of the JTT. The
effort will include enhancements to improve performance and
functionality and be more responsive to operational needs; upgrade the
systems with new versions of COTS software; support integration
testing with GCCS, TBMCS and other service and DoD systems and maintain
the existing operational system. This effort involves areas of Joint
Targeting, Modernized Intelligence Data Base (MIDB) utilization, target
Materials and Software Development. The successful contractor will
develop targeting functions to be integrated into an operational
system. An understanding of Digital Mapping, Precise PointPositioning,
Image Processing and the targeting, weaponeering and combat assessment
processes are necessary. The entire solicitation will be released on
the Electronic Posting System (EPS), www.eps.gov(select "EPS for
Vendors", at Agency, USAF, click at Office, "Air Force Materiel

Rome NY", click on "Posted Dates"). No hard copies will be available.
A read library containing technical information relating to this
acquisition is available for review by potential offerors at Air Force
Research Laboratory/IFEA, 32 Brooks Road, Rome, NY 13441-4114.

The library contains technical data subject to export control. Prior
to review, potential offerors must submit a copy of an approved DD Form
2345, "Military Critical Technical Data Agreement", along with a letter
from the Data Custodian designated on that form, authorizing access by
whomever will be reviewing the libaray, to ATTN: James Sieffert, Air
Force Research Laboratory/IFEA, 32 Brooks Road, Rome, NY 13441-4114, or
faxed to his attention at 315-330-l633. The successful contractor may
receive and/or generate technical data subject to export control in the
performance of the contract. Therefore, prospective offerors must
provide a completed and approved DD Form 2345 which certifies the
offeror is on the Certified Contractors Access List (CCAL), or the
offeror is seeking application to CCAL. The successful offeror must
have a completed and approved DD Form 2345 prior to award. For further
information on CCAL, contact the Defense Logistic Service Center at
1-800-352-3572. Foreign participation is excluded at the prime
contractor level. TS/SCI/TK clearances will be required for
performance. An Ombudsman has been appointed to hear significant
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. Routine questions, such as
clarifications of the Statement of Work or the terms and conditions,
are not considered to be "significant concerns" and should be
communicated directly to the Contracting Specialist, Marie E. Viscelli,
315-330-1954. The purpose of the Ombudsman is not to diminish the
authority of the contracting officer or program manager, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman
for this acquisition is Vincent Palmiero, Deputy Chief, Contracting
Division, at 315-330-7747. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. The Ombudsman should only be contacted with issues
or problems that have been previously brought to the attention of the
Contract Specialist/Contracting Officer and could not be satisfactorily
resolved at that level. The solicitation is expected to be released no
sooner than 14 JAN 2000. When it is issued, the solicitation will be
posted to the Rome Research Site Business Opportunities Page at the web
link contained in this notice. See numbered Note 26. No telephone
requests for the solicitation will be honored. All requests must be
addressed to the attention of the Contract Specialist, Marie E.
Viscelli, reference the code E-0-1001-D, and contain the respondent's
FAX number, e-mail address and Commercial and Government Entity (CAGE)
code. All responsible sources may submit a proposal in response to the
