Surface Warfare Center, Dahlgren Division, Coastal Systems Station,
Panama City, Florida, is seeking potential sources of expertise to
perform and provide Engineering Design, technical support services and
materials for the development of Command, Control, Communications,
Computers, Intelligence Surveillance and Reconnaissance, (C4ISR),
Systems. The C4ISR Systems shall support Expeditionary Warfare
Applications in support of Operational Maneuver from the Sea (OMFTS).
All C4ISR radio frequency technologies must currently or plan to use
NSA approved cryptographic technologies for all voice, data and video
transmissions. These technologies shall support Confidential to SCI
security levels of information transfer. The C4ISR technologies should
be able to support all of the Armed Services, the Joint Services
Coalition and Joint Coalition requirements. All joint systems should be
interoperable. C4ISR Systems supporting any combination of platforms
afloat, sub-suface platforms, ground elements, airborne systems and
National/Common Data Link assets for OMFTS can be proposed under this
announcement. Some examples of C4ISR technologies of interest include
the following areas:  Secure Line of Sight (LOS) and
Over-The-Horizon (OTH) full duplex analog and digital voice, data and
video communications. The system can support one, a combination or all
these technologies.  Secure LOS and OTH full duplex
teleconferencing and collaboration.  Mobile communications
capabilities.  Fusion of C4ISR system data into real/near
real-time tactical, decision support and information systems. 
Fusion of C4ISR system data into a common tactical/coherent picture
for real/near real-time and non real-time applications. 
Real-time common/coherent tactical display of friendly and enemy
forces.  Applications of Common Data Link (CDL) technology.
 Applications of single band and multi-band phased array and
flat panel antenna technologies.  Secure wireless/laser
network technology applications.  Integration of Commercial and
Military systems for OMFTS.  Multi-purpose, multi-band radio
systems.  Infrared imagery systems.  Laser based
tactical systems.  Electro-Optical imagery systems. 
Unmanned Autonomous Vehicle (UAV) systems w/multiple C4ISR system
payloads.  Lightweight tactical communications systems for
small tactical, reconnaissance and special warfare singular and joint
operations. Source/Contractor Guidance: Sources replying to this
announcement should provide no more than two examples of technical
literature or brochures on the proposed systems for each C4ISR area of
interest above. In addition, Sources can also recommend and provide
two examples of Systems supporting any other C4ISR area not mentioned
above. Systems under development can be submitted but must include
estimated production availability dates. Any response not pertaining to
Expeditionary Warfare Applications in support of OMFTS or an obsolete
technology shall be discarded. Note: Please keep your responses brief
and no more than 7 written pages. Numerous brochures can be provided
for different C4ISR topics applicable to this announcement however.
Other guidelines to the Sources/Contractor Sought Include: (1) The
Sources/Contractors shall provide a brief synopsis of its involvement
in the design, development and technical support for C4ISR systems with
the submitted information package. (2) Sources/Contractors shall
identify any current GSA or other Government Agency Contract in which
they are currently supporting tasks within the scope of this C4ISR
announcement. The company name, contract number, scope of contract,
point of contact and phone number shall be provided with your
information package for each contract identified. (3) All
Source/Contractor information packages submitted shall be unclassified.
If further information is needed, the Government will contact the
Source/Contractor accordingly through the proper channels. (4) It is
recommended that all Sources/Contractors submit the most current and
future C4ISR technologies known to them that will support the scope of
this announcement. (5) All of the Source's technologies and services
for the C4ISR areas listed shall support OMFTS for the Armed Services.
Proposals of technologies that do not support OMFTS and any technology
submitted that is obsolete will be discarded. Interested firms shall
respond within 30 days of this Announcement complying with the guidance
above. The Source shall supply complete and detailed documentation
showing the Company's ability to design, produce, manufacture and
provide technical support services and materials for C4ISR Systems in
support of Expeditionary Warfare applications. The Technical Point of
