Technical Questions. Your company is invited to submit a proposal to
provide a LAN Consultant at the Supreme Allied Commander, Atlantic
(SACLANT)Headquarters, located in Norfolk, VA. Your Proposal should be
submitted to this office no later than 2pm (EST) 10 December 1999. All
bids must be received in a double sealed envelope/package with "RFP
99-08 DO NOT OPEN IN MAIL ROOM DELIVER TO CONTRACTING OFFICER" All
outer envelopes/packages must be clearly marked with the bidders Name,
Address and Phone #. NO E-MAILS OR FACSIMILES WILL BE ACCEPTED. 1.
Background/Introduction: SACLANT operates a headquarters LAN serving
over 400 individual staff members. The LAN System Administration staff
supports a 24 Hour/Seven day a week operation including management of
a HQ Intranet, web applications e-mail and interfaces to the NATO WAN.
The Lan operates a NATO SECRET SYSTEM HIGH. One man-year of
professional, technical services are required to temporarily
supplementthe LAN support staff for a minimum of one calendar year. 2.
Tasks: Supportin system administration activities for Novell
IntranetWare and Microsoft Windows NT operating systems. Support in
system administration activities for Web applications (Microsoft
Internet Information Server), Message Handling (Microsoft Exchange),
Directory Services (Novel Directory Service, NDS). Support in analysis,
implementation and maintenance of a coordinated network/system
management scheme. Support in development of documentation and training
materials for newtwork/system administrators, system operators and end
users. Other network management related tasks as directed by the Site
Administrator. 3. Requirements: 1960 man hours from a single technical
contractoris required. The following qualificatins must be met: Title
-- Information Technology Specialist(Principal); Function: Applies an
organization wideset of disciplines for the planning, analysis, design
or construction of information systems on an enterprise-wide basis or
across a major sector of the enterprise. Performs enterprise strategic
systems planning, enterprise information planning and business are
analysis. Performs process and data modelling in support of the
planning and analysis efforts using both manual and automated tools.
Applies reverse engineering and re-engineering disciplines to develop
migration strategies and planning documents. 4. Education: PhD in
Information Systems, Information Technology, Computer Science,
Electrical Engineering, or related technical or business disciplines.
5. General Experience; Four years of specialized experience with a PhD,
6 years with an MS/MA, 12 with a BS/BA or greater than 18 years of
applicable experience. Experience is required in information systems
development, functinal and data requirements analysis, system analysis
and design, programming, program design and documentation preparation.
6. Specific Experience; Microsoft Certified Systems Engineer (MCSE)
certification; 2 years administration experience with Microsoft NT 4.0
servers and workstations, recent practical experience with a
Transmission Control Protocol/Internet Protocol (TCP/IP) network. 7.
Security Clearance; The Contractor must possess a valid NATO Security
Clearance of NATO SECRET upon beginning the period of performance. 8.
Period of Performance 15 January 2000 to 15 Janauary 2001. 9. Working
Environment; The support contractor will be afforded working space and
information systems equipment sufficient to accomplish the tasking by
the Site Administrator. The contractor is expected to work 40 hours
per week during the hours of 7:30am to 4:30pm weekdays and temporarily
during periods of high tempo operations up to 12 hours per calendar
