Notice of Intent to award a sole source action to Paul Reuter for the following: Drug-Trafficking Proceeds Expert/Consultant to review papers prepared by organizations and identify contentious issues for discussion; Prepare best available methodology for consideration; facilitate a workshop so that it remains a decision focused meeting with the expected outcome to be an agreed methodology for estimating proceeds; and prepare a report estimating proceeds for review and approval by an Ad Hoc Group. The Contractor shall possess significant, high level experience and expertise regarding drug policy issues, including the economics of the illegal drug industry, especially drug prices and usage, criminal justice impacts, and analytical contraints, including reliability of data. This expertise shall be evident by significant research and publications in drug policy and market operations, demonstrated expertise and participation in international forums, administration of significant research contracts and grants and academic training. The reason for the sole source is only known source who can provide the services and expertise.
