government intends to award a Cost Plus Fixe Fee Indefinite Delivery
type contract for engineering and logistics support. The San Diego
District Office of the Small Business Administrative has accepted the
offering. Competition is limited to 8(a) firms under the cognizance of
the San Diego District Office. Offerors must be certified for
participation in the 8(a) program and have Standard Industrial Code
(SIC) 8711 among their approved SIC Codes. The contractor shall conduct
engineering and logistics support and technical services at Commander
Naval Airforce Pacific (COMNAVAIRPAC) and assigned stations as well as
at sea and in port for COMNAVAIRPAC ships. Support includes all
aspects of life cycle maintenance for related installed systems,
logistics and supply analysis, training, quality assurance and
evaluation, aviation support and management, base relocations and
assessments, coordination with applicable agencies and commands
regarding maintenance and repair support, travel to various commands,
activities, units and ships within and outside the United States, and
records maintenance and preparation of support regarding all aspects of
COMNAVAIRPAC logistics and supply requirements. General types of task
to be performed include: review of retail and service operations aboard
aircraft carriers; review of food service management and sanitation
afloat; review of postal operations afloat; review of disbursing
operation afloat; providing logistics and supply analysis services
afloat; providing technical services and support for non-aviation
supply related issues and programs aboard COMNAVAIRPAC ships; providing
outfitting services; providing logistics support and analysis of
hazardous material and material handling equipment; review and
analyzing military manpower requirements of functional wing and type
wing staffs, and major shore installations; review and analysis of the
efforts of shore activities supporting aircraft carriers and assigned
aircraft and assist in conducting Supply Management assessments within
individuals level of expertise; maintaining a management information
system to monitor the performance and aircraft readiness of supporting
commands, naval air stations, and staff work; providing expediting
services such as technical editing and review, expediting actions,
identifications of system shortfalls, and trend analysis; Provide
COMNAVAIRPAC staff material support, including processing staff
requisitions inventory, receiving, warehousing and distributions
functions; managing and maintaining COMNAVAIRPAC staff technical
publication library; providing services to support data analysis,
processing, and production for the Aircraft Inventory Reporting System
(AIRS) and Aircraft Engine Management Systems (AEMS); maintaining and
updating Broad Arrow/Cross Deck database for all Pacific fleet
activities in Support Equipment(SE) deficiencies; providing services to
develop and conduct hands-on training at naval air stations and aboard
aircraft carriers for fleet introduction follow-on logistics support
of aviation ordnance items and associated support equipment under
COMNAVAIRPAC Mobile Ordnance Training Team (MOTT) project; and
providing typing and administrative support services to include data
entry, filing, word processing, and graphics preparation, in support of
ongoing logistics and supply analysis functions. The period of
performance shall be a one year base period with an option for three
one year option periods. Request for Solicitation documents should be
