Contracting Officer, Donald C. Reesman, 256-955-3000 The U.S. Army
Space and Missile Defense Command (SMDC), Huntsville, Alabama, is
conducting market research and seeking sources for negotiating proposed
Basic Ordering Agreements (BOAs) that will be 100 percent set-aside for
certified HUBZone Small Business Concerns. Offers from other than
HUBZone Small Business Concerns will not be considered. The BOAs will
contain terms, conditions and clauses that will apply to future orders
placed by a Contracting Officer representing any Department of Defense
(DoD) activity authorized by the BOAs. The BOAs will not state or imply
nor shall it be considered an agreement by the Government to place
future contracts or orders with the contractor(s). The period during
which orders may be placed against the BOAs may not exceed three years.
The BOAs will be reviewed on an annual basis before the anniversary of
its effective date and revised as necessary in order to conform to the
requirements of the Federal Acquisition Regulation (FAR) Part 16.703,
Basic Ordering Agreements. Due to mandatory statutory requirements,
SMDC reserves the right to revise the BOAs before the annual review.
The contemplated BOAs will be structured to allow the contractor to
furnish standard supplies or services including Research and
Development. It is contemplated that the BOAs will allow for award of
orders or contracts on Firm Fixed Price or Cost reimbursement terms.
Prospective HUBZone Small Business Concerns must be registered in the
Department of Defense Central Contractor Registration (CCR) database
prior to award of a BOA. In addition, Small Business Concerns must be
certified as HUBZone Small Business Concerns by the Small Business
Administration (SBA) and appear on the SBA list of qualified HUBZone
Small Business Concerns at http://pro.net.sba.gov before award of a
BOA. The application for certification as a HUBZone Small Business
Concern and the registration information for the CCR may be found on
the SMDC Homepage at http://www.smdc.army.mil under Business
