Center San Diego (FISCSD) intends to negotiate a firm-fixed-price
commercial item service contract for curriculum development in the
following disciplines: (1) Patrol Craft Weapons Maintenance; (2)
Outboard Engine Maintenance And Overhaul; (3) Patrol Craft Hull
Maintenance; (4) Riverine Operations Planning; (5) Patrol Craft
Propulsion System Maintenance; and (6) Work Center Instructor. Existing
curricula are approximately 10 years old and are considered obsolete in
terms of modern educational methods. There is no software or
audio/video media available, and documentation is in no officially
recognized format. The curricula are intended to enable the student to
operate, command and perform routine maintenance and complete overhaul
on 25 foot Boston Whalers with 150 hp outboard engines and 31 foot
river patrol craft with Detroit Diesel 6V-53 engines. The Contractor
shall possess a broad array of knowledge, skills and abilities in
outboard and diesel engine maintenance; outboard and diesel engine
overhaul; outboard and diesel engine parts; boat navigation and
seamanship; U.S. military weapons and weapon systems; patrol craft
propulsion system maintenance; patrol craft hull maintenance; patrol
craft weapons maintenance; work center instruction; riverine operations
planning; course curriculum development; and validation of technical
data. The Contractor shall update existing course curricula, convert
the format to the officially recognized NAVEDTRA 130A/CNETINST 1500.20
version, and deliver preliminary curricula for on-site validation
effort at NAVSCIATTS facilities. The Contractor shall conduct two
separate site visits at NAVSCIATTS facilities to ensure correct format
of updated course curricula and prepare and plan for on-site
validation effort. The Contractor shall conduct on-site validation of
each of the six pilot courses conducted at NAVSCIATTS facilities to
ensure currency, accuracy and completeness of preliminary curricula.
The Contractor shall incorporate validation findings into final
curricula for ongoing NAVSCIATTS technical training. Some deliverables
shall be written in both the English and Spanish languages. All
deliverables shall be provided in CD-ROM format. Curriculum development
is intended to be a turnkey effort within the definition of "commercial
item" as set forth at 48 CFR 2.101. The SIC Code is 8299, Schools and
Educational Services, NEC, which has a small business size standard of
$5.0 M. The FSC Code is U008, Training/Curriculum Development. The
Navy anticipates a 200 day period of performance commencing
approximately 15 January 2000. The 100% small business set-aside,
commercial item solicitation will be issued electronically on or around
10 December 1999, with a voluntary on-site pre-proposal conference
tentatively scheduled for mid-December 1999. Details of the
pre-proposal conference will be identified in the electronic
solicitation, which is expected to close on or around 31 December 1999.
The Navy intends to evaluate price, technical capability and past
performance on a best value continuum per 48 CFR 15.101-1. Technical
