PRE-SOLICITATION NOTICE AND ISSUED FOR INFORMATION ONLY. DO NOT REQUEST
SOLICITATION DOCUMENTS UNTIL RFP IS ISSUED. THE RFP-CBD NOTICE WILL
HAVE ALL THE NECESSARY INFORMATION FOR REQUESTING THE SOLICITATION
DOCUMENTS AND WILL BE ISSUED ON OR ABOUT 12/13/99. APPROXIMATE
SOLICITATION RELEASE DATE IS 1/3/2000. -- The project is for Wholehouse
Revitalization for Halsey Village (Phase III) for the Naval Training
Center, Great Lakes, Illinois. The work includes whole house repairs
and improvements to 27 housing units contained in 18/2-story wood-frame
buildings. The work includes selective site demolition and new attached
garages (achieved by enclosing and modifying existing carports),
associated site work and earthwork including but not limited to
replacing bituminous access driveways, and site utility modification.
The work also includes abatement of certain asbestos containing
materials and lead-based paint, interior and exterior dwelling unit
selective demolition, landscaping and turf restoration, new asphalt
shingles, new rain drainage, aluminum fascia and aluminum vented soffit
systems, new aluminum gutters and downspouts, new exterior windows, new
exterior and interior doors, some new frames, some new exterior wall
finishes with trim, replacement of concrete slabs and stoops, complete
kitchen and bath renovation, partial floor plan reconfigurations
utilizing wood frame construction with gypsum wallboard, new floor
finishes, painting, new window treatments, new mailboxes and house
numbers, new gas-fired forced air furnace systems with central air
conditioning, new electrical systems including but not limited to new
exterior and interior fixtures, wiring switches, panels, circuit
breakers, outlets and conduit, new plumbing fixtures and piping, new
water heaters and incidental related work. ADDITIONALLY, a couple of
the units have extensive fire damage. The fire damage was in the first
floor bathroom of unit B (the building configuration is a duplex of
units A & B) caused by faulty electrical grounding in the bathroom
exhaust fan. Most of the damage was concentrated in Unit B, however,
Unit A suffered fire, smoke and water damage. Four bathrooms suffered
severe damage as they were stacked and back-to-back. Complete bathroom
renovation to replace all ceramic tile, accessories, lighting,
plumbing fixtures and exhaust fans are required in conjunction with
water lines. The fire spread up through and out the roof causing
interior damage to ceiling and floor joists. Roof rafters, decking,
sheathing and shingles need replacement inclusive of vent stacks. The
common wall or party wall was burned through, affecting wall studs and
the kitchen of Unit A. Both units require complete electrical rewiring
and upgrading, odor containment/treatment, drywall, flooring, painting,
interior doors, trim & molding, and insulation due to water saturation.
-- This project is based on 100% designed plans and specification. --
Estimated cost range is between $1,000,000 and $5,000,000. -- This
solicitation is being issued on an UNRESTRICED basis inviting full and
open competition. -- The SIC code is 1521; size standard is $17.0
million; the FSC Code is Z161. -- This will be a firm fixed priced
contract. -- The solicitation will be formatted as a Request for
Proposal (RFP) in accordance with the requirements designated by the
Federal Acquisition (FAR) Part 15 for negotiated procurements utilizing
Source Selection procedures of FAR 15.3. The Government will award the
contract resulting from this solicitation to the responsible offeror
whose proposal conforms to the solicitation will be the "Best Value" to
the Government, price and technical factors considered equally. Offers
will be evaluated on the following factors: FACTOR A-Past Performance
and Relevant Project Experience; FACTOR B-Technical Requirements:
Project Organization, Quality Control and Safety; and FACTOR C-Small
Business Subcontracting Effort. Offers WILL NOT be publicly opened. The
number of offers received, the identify of offers received, the amount
of any offer or relative standing of the offers WILL NOT be disclosed
to anyone until time of contract award. -- NOTE: Prospective
contractors must be registered in the Central Contractor Registration
(CCR) database prior to award of a DOD contract. Offerors are further
advised that failure to register in the DOD CCR database may render
