Description: This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR Subpart 12.6, the
test program in FAR Subpart 13.5, and FAR Part 15, as supplemented by
the additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Proposals submitted in
response to this solicitation shall reference RFP Number
52-PAPT-0-01004. This RFP incorporates all of the applicable provisions
and clauses in effect through Federal Acquisition Circular 97-14, as if
stated in full text, FAR 52.212-1, as well as the Department of
Commerce Agency Level Protest Procedures listed at
http://www.uspto.gov//web/offices/ac/comp/proc/protest/html/. A firm
fixed price contract will be awarded as a result of this solicitation.
The PTO is not interested in a lease type arrangement for any of the
equipment to be procured under this requirement. Objective: The Patent
and Trademark Office (PTO) has a new requirement for a very high speed
mass storage subsystem for the Patent Text Search System.
Technical/Functional Requirements: The PTO desires to acquire hardware
and performance measuring tools that best meets the following
requirements. Technical Requirements: The proposed COTS shall be
compatible with the PTO Technical Reference Model and Year 2000
compliance. The product must be commercially available at the time of
this announcement. PTO seeks to maximize the bandwidth for read access
to the Patent Text Search system. The storage subsystem shall have the
following characteristics: . Total capacity of at least 250 GB mirrored
storage (500 GB raw disk capacity) . Minimum subsystem performance of
8000 input/output operations (I/O's) per second when assuming a cache
hit rate of 50%. 10,000 I/O's per second is desirable. . Disk drives no
larger than 18 GB for a single physical actuator . Each individual disk
component (without mirroring or RAID) must support a workload of at
least 50 input/output operations per second in a non cached environment
with utilization kept under 30% . Service time for I/O below 8ms for
98% of requests . Service time for I/O below 3ms for 50% of requests .
Capacity for at least 4 and no more than 8 fibre channel connections
to the storage subsystem from a Hewlett-Packard V-class Unix server .
Compatibility with the HP/UX 11.0 operating system . Processors and
cache control hardware and software components . Performance monitoring
and management hardware and software components . High reliability and
hot swap capability Non-Rotating disk solutions (solid-state) that
otherwise meet the performance, reliability, and operational
requirements may be considered. Data retention during power out should
be addressed for all proposed non-rotating disk storage solutions.
Performance in the PTO Patent Text Search environment is important.
Therefore, compatibility with the current components of the Patent Text
Search System is required. The demands on the storage subsystem are
driven by 600 users simultaneously submitting search queries against a
Dataware BRS text search database. Most of the disk access requests
are read requests. All of the queries start by accessing the same file,
but with poor locality of reference. In a configuration using a
Symmetrix 5700 with RAID-S storage and a 16 GB cache, the cache hit
rate for the files to be located on the new storage subsystem was less
than 40%. Vendor supplied performance measuring tools are required to
provide performance data down to the individual component level for
monitoring the storage subsystem in the production environment. The
vendor supplied tools must be able to show the disk mapping between the
storage subsystem and host path names and device names of the HP/UX
11.0 host. The following on-line and historical performance criteria of
the storage subsystem must be measurable with the vendor supplied
tools: . Cache effectiveness . I/O size . Number of I/O's per second .
Mbytes/sec transferred . Fibre Channel utilization . Disk utilization
PTO is most interested in leveraging its investment in the standards
and products selected to date. If the product offered is not compatible
with the above-described PTO software Technical Reference Model, the
offeror must provide written explanation of the incompatibility which
will be evaluated accordingly. The PTO Technical Reference Model can be

Government will award a contract resulting from this solicitation to
the responsible Offeror whose proposal, conforming to the solicitation,
will be the most advantageous and represents the best value to the
Government, price and other factors considered. In making the best
value determination, PTO will compare the differences in the value of
technical/functional and past performance features with differences in
cost to the PTO. The PTO shall determine what tradeoff among
technical/functional requirements, past performance, and price promises
the greatest value to the PTO. The following factors will be used to
evaluate offers: (A) Technical and Functional Capability; (B) Past
Performance; and, (C) Price. Factor A is more important than Factor B,
and together Factors A and B are significantly more important than
Factor C. Separately Factor A and B are more important than Factor C.
However, Factor C will not be scored but will be evaluated. As
proposals became more technically equal, price will become more
important. Provided below is the list of evaluation criteria for the
written proposals: (A) Technical and Functional Capability: The
proposed high speed disk subsystem shall demonstrate the technical
capabilities and functional requirements stated above. (B) Past
Performance/Experience: Evaluation of past performance shall be based
upon information obtained from the contracts/references provided by the
offeror, as well as any other information the Government may have or
obtains from other sources. (C) Price: The total price shall consist of
the following priced contract line items: Item 0001: Delivery and
installation of high speed disk subsystem, (Qty 1), Unit Price and
Total $________; Item 0002: Option -- Delivery and installation of high
speed disk subsystem, (Qty 2), (Option Item -- To be exercised, if at
all, within six (6) months after contract award. If the option is
exercised, the Government reserves the right to partially exercise this
item for 1 or 2 units) Unit Price and Total $_________; Item 0003:
Annual maintenance for storage subsystem procured under Item 0001, Unit
Price and Total $________; Item 0004: Option -- Annual maintenance for
storage subsystems procured under Item 0002, (Option Item -- To be
exercised, if at all, within six (6) months after contract award. If
the option is exercised, the Government reserves the right to partially
exercise this item for maintenance of 1 or 2 units), Unit Price and
Total $_______. The first phase consists of the written proposals being
evaluated in accordance with the criteria listed in A, B and C above.
The Government reserves the right to make an award based upon initial
proposals. The Government may elect at a later date to validate the
offeror's proposal through testing. However, if the Government does not
make an award based upon initial proposals, the Government may proceed
to the second phase. After phase one evaluation, the Government may
issue multiple purchase orders to conduct hardware testing. The
purchase order, if issued, will only be awarded to those offeror's who
represent the best opportunity for award after phase one evaluation.
The second phase consists of an Operational Capabilities Demonstration
(OCD) in which PTO will evaluate those high speed disk subsystem(s)
using the Patent Text Search application. The evaluation will measure
system performance in the lab environment. Upon completion of the OCD,
PTO will re-evaluate those proposals that represent the best value to
the Government. The offeror must provide pricing for all items listed
above. For purposes of evaluating price, the PTO will evaluate price
based on the total cost to the Government. Proposals will be found
unacceptable if pricing is not provided for all items or if option item
pricing is significantly unbalanced. By including option pricing in the
total price evaluation, does not obligate the Government to exercise
the Options. The Government reserves the right to exercise all or part
of option item 0002 and 0004 shown above. As proposals become more
technically equal, price will become more important. As part of the
evaluation, Past Performance shall be based on information obtained
from the contacts/references with similar agency architecture provided
by the Offeror, as well as any other information the Government may
have or obtain from other sources. Instructions/Notice to Offerors:
Offerors are requested to submit one (1) signed and dated original and
four (4) copies of the proposal. Proposals are limited to 20 pages or
less in size. The proposal shall be brief and concise and utilize
product marketing and technical brochures where applicable, but shall
demonstrate the technical and functional capability of the product
proposed. The Offeror shall identify at a minimum three contracts or
orders where the Offeror's product is currently operational. These
examples shall provide a cross section of the product within federal,
state, local, or commercial environments. The Offerors shall provide a
point of contact, current telephone number and fax number for each
reference. These references must be submitted with the Offeror proposal
on the due date stated herein. The offeror shall use those references
who can verify that your firm has previously provided quality solutions
and products in the past. Proposals shall also include a completed copy
of the provision at 52.212-3 "Offeror Representation and Certifications
Commercial Items." A copy of these representations and certifications

contacting the person specified below. The contract award will include
the clauses cited at FAR 52.212-4 "Contract Terms and Conditions --
Commercial Items" and 52.212-5 "Contract Terms and Conditions Required
to Implement Statutes or Executive Orders -- Commercial Items." --
