413-253-8236 The U.S. Fish and Wildlife Service intends to solicit
Standard Forms 254 and 255 for Regional Architect/Engineering (A/E)
Services for all construction related disciplines required for a
variety of new construction and renovation projects. Work will include
mechanical, electrical, structural, civil, and sanitary engineering;
architectural, post-award construction services, and support services.
Support services will include sampling, field, laboratory, and office
services for drafting, report preparation, concrete testing, soil
testing, soil borings, and surveying. The Region will be divided into
three geographical areas: 1) Northern consisting of Maine, Vermont, New
Hampshire, Massachusetts, and Rhode Island; 2) Central consisting of
Connecticut, New Jersey, New York, and Pennsylvania; and 3) Southern
consisting of Maryland, Delaware, Virginia and West Virginia. A "firm"
is defined as any combination of prime- and sub- contracted consulting
companies. Professional certification to practice engineeringand
architecture is required in every state in each of the areas for which
the firm is submitting Forms 254 and 255. Location of the firm's
office within the area for which the firm is submitting Forms 254 and
255 is required. A/E services will be obtained through a negotiated
indefinite delivery contract for a term of five years (one base year
and four option years). Task orders will be issued for each project as
a result of negotiated level of effort. Travel and other reimbursable
costs shall be in accordance with the current rates for Federal
employees. Evaluation factors are: 1) (30%) Professional qualifications
to perform design and consultation work for construction and renovation
projects; 2) (30%) Demonstrated specialized experience and technical
competence in designing and consulting for construction and renovation
projects; 3) (20%) Past performance on contracts with both government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedules; and 4) (20%) Resources
(personnel, facilities, systems, equipment, etc.) to accomplish
required volume of work in a timely manner. Qualifications of firms
will be compared and rated by applying a numeric rating system to the
evaluation factors listed above. Firms desiring consideration should
submit three copies of Standard Forms 254 and 255 to the U.S. Fish and
Wildlife Service, Contracting and General Services, 300 Westgate
Center Drive, Hadley, MA 01035, ATTN: Ann Marie Beauregard, Contracting
Officer, no later than close of business January 7, 2000. Contract
