International Trade Commission (USITC) is conducting a market survey to
identify potential vendors capable of providing the services described
in this notice. The Government contemplates potential award of a firm
fixed-price contract. The USITC is seeking services to design,
develop, and install a hardware and software system for developing,
maintaining, and publishing the Harmonized Tariff System of the United
States, Annotated (HTSA). The HTSA currently consists of 2 large
printed volumes covering import tariff and related information on some
20,000 product categories, which is maintained as a WordPerfect
document. The vendor shall design, develop, and install a system, based
on a detailed requirements document that has already been developed,
that shall (1) produce output ready for printed publication
(camera-ready), (2) produce output in various formats that may change
from time to time, (3) produce output in various formats for loading
into databases (e.g., Oracle, MS Access), (4) producea
Web-browser-accessible version of the HTSA that is searchable and makes
current tariff rates available online, (5) provide data entry and
editing interfaces (including a word-processor-like "WYSIWYG"
interface) where updates to the data elements are made only once and
transformations necessary for alternative publication formats are
handled automatically by the system, (7) maintain an audit trail of all
changes made to the data by system editors, and (8) include a flexible
and convenient security system that provides highly granular (row and
attribute level) access rights to the data and which is integrated
into the agency's LDAP-based directory and security infrastructure. The
Commission also requires one-time conversion of the current HTSA data
into the new system, and administrator and user training on the system.
Firms can access the USITC's current tariff database and a downloadable
(WordPerfect 5) version of the HTSA publication at its website
(http://www.usitc.gov). Interested/qualified firms have 15 days from
the publication of this synopsis to submit in writing to the identified
contact their qualifications/capabilities fully addressing all the
requirements above and including -- (a) the firm's address and phone
number; (b) name, phone, and fax number of point of contact; (c) date
firm started; (d) DUNS number; (e) type of business (i.e., small
business, small disadvantaged, etc.) (f) firm's General Services
Schedule (GSA) contract number; and (g) past performance information
(list your firm's 3 most significant contracts which are relevant to
providing services similar to the required services and include the
following information: (1) customer name and phone number (2) contract
number (3) contracting officer technical representative (COTR) name
and telephone number, if applicable (4) contract value (5) period of
performance, and (6) brief description of each contract that
demonstrates your firm's ability to perform the requirements.) The more
specific the experience is to our requirements, the better. All the
information sought should be conveyed in no more that 12 pages. Each
response must reference this sources-sought title. The applicable
Standard Industrial Classification Code (SIC) for this acquisition is
7379; the size standard is $18.0 million. Interested sources are

shall be provided in hard copy and in electronic form in Corel
