SOURCES SOUGHT -- AIRCRAFT FORWARD LOOKING INFRARED RADAR SYSTEM. The
Technology Applications Program Office is seeking sources that
currently produce second or third generation infrared imaging systems
for airborne navigation, surveillance, and targeting applications. The
current estimated quantity is 157 of two variants to be installed on
training devices and the following aircraft systems: MH-47D/E,
MH-60L/K, and A/MH-6. General and specific minimum requirements of the
desired system(s) include the following: Medium-wavelength (MW),
long-wavelength(LW) or combination MW/LW focal plane array three fields
of view with a minimum of 1X, 6X and > 23X magnification levels,
ranging and target elevation data display, auto-tracking capability,
stabilized image capability, digital format, MIL-STD-1553 data bus
compatibility, compatible with all current aircraft displays, weapons
systems and electronic warfare (EW) suites, built-in test capability,
high reliability (in excess of 200 hours MTBF), interchangeable
hardware between different aircraft platforms and compatibility with
existing aircraft mounting systems, total system weight less than
90lbs, desired turret sensor unit dimensions approximately 15" x
12.9"(DIA). The system should be modifiable to a second variant that
includes a laser range finder/designator with a small beam divergence,
a laser spot tracker, a CCD camera with small field of view (128X) for
day and low light operations. Interested sources should submit written

pre-solicitation market research to be conducted for this requirement
we request that interested sources provide the following minimal
information not later than 10 December 1999: (1) product brochures
and/or technical data describing systems which meet or exceed the
listed requirements; (2) the current production status of FLIR systems
identified by your company as meeting our requirements; (3) a
statement as to whether or not your firm would be willing to loan one
of your systems to the Army for up to 60 days for user evaluation; (4)
A listing of aircraft currently operating with the identified system
and user-points of contact; (5) Identify whether or not your firm
currently possess a security clearance level SECRET or higher. All
responses received will be considered. Based upon the responses
received the Government may: 1) borrow and test one or more of the
proposed systems and 2) conduct follow-on discussions with interested
vendors. This is not a request for proposal. The purpose of this
sources sought action is to develop a technical description/statement
of work for a next generation FLIR system to be installed on the
aircraft systems previously identified. Dependent upon the quality and
depth of responses received to this sources sought synopsis, the
