commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; price
quotations are being requested under solicitation number
TIRWR-00-Q-00031. No written Request for Quotations (RFQ) will be
issued. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-14.
The Standard Industrial Classification code is 3861 and the business
size standard is 500. This solicitation is for IBM/Lexmark Toner P/N
70X7280 and IBM/Lexmark Developer P/N 70X7281. NO SUBSTITUTION ALLOWED.
The IRS intends to award a firm-fixed price contract as a result of
this solicitation for a Base Period (date of award through 9/30/2000)
and two (2) option periods of 12-month each. The IRS Fresno Service
Center is estimating that 888 bottles of toner and 90 bottles of
developer will be used per year. These are estimated quantities only
and they are not guaranteed quantities. It is anticipated that half of
the quantity will be ordered in the early part of the year and the
remaining will be ordered in the later part of the year. Price
quotations shall be submitted in writing clearly specifying price per
bottle as well as price per box indicating the number of bottles per
box. Firm-fixed prices shall be submitted for the base period and for
the option periods in order to be considered for an award. Award will
be made to the vendor who offers the lowest prices for the base period
and option periods. SUBSTITUTIONS WILL NOT BE ACCEPTED. The Government
will evaluate offers for award purposes by adding the total price for
all options to the total price for the base period. The Government may
determine that an offer is unacceptable if the option prices are
significantly unbalanced. Evaluation of options shall not obligate the
Government to exercise the options. The provision at 52.212-1,
Instructions to Offerors Commercial, applies to this acquisition,
however, paragraphs (d), (e), and (h) of this provision are deleted.
Offerors are advised that a completed copy of the provision at
52.212-3, Offeror Representations and Certifications Commercial Items,
shall be included with its price quotation. The clauses at 52.212-4,
Contract Terms and Conditions Commercial Items, and 52.212-5, Contract
Terms and Conditions Required to Implement Statutes Or Executive
Orders Commercial Items apply to this acquisition. Price Quotations
along with a completed copy of the provision at 52.212-3, as specified
