of Veterans Affairs, VA Medical Center, 10 Calle Casia, San Juan,
Puerto Rico 00921-3201, is soliciting for the services of an
Engineering firm, specialized in design and renovation of Hospital HVAC
projects, to develop detailed as-built drawings, design & bidding
documents, construction cost estimates and construction phasing
schedule and provide necessary construction period services for the
project titled UPGRADE CRITICAL ACV SYST, PH II; project no. 672-00
101. Project contemplates the upgrade and/or replacement of three HVAC
systems as follow: (a) Renovation/upgrade of the largest air handling
unit system of building No. 1 which have a capacity of 101,000 cfm.
After this unit has been restored, a duct cleaning, decontamination and
balancing work has to be done on its ductwork distribution system. The
designer shall study the existing ductwork to indicate the maximum
amount of air on each diffuse, taking into account the available
exhaust systems. Designer shall also indicate thediffusers and dampers
that need to be replaced. The air intake of such air handling unit,
located at room B-9, shall be raised from the parking level to a
suitable height that will not disrupt the appearance of the building,
but will avoid the entrance of the fumes of the cars at the parking
lots; (b) A new heat transfer package HTP-2 shall be installed to
replace damaged original A/C Reheat unit at room B-9. The existing
deteriorated reheat system consisting of a heat exchanger; pumps, air
separator tank and other auxiliaries shall be demolished. New reheat
system's controls shall be connected to the new ECC (energy control
center); (c) Two new air-cooled radiators shall be provided to replace
the existing generator #1 cooling system. New radiators cooling system
shall be designed in coordination with such generator manufacturers'
recommendations. The existing cooling towers 10 and 11, which are the
main component of such system, shall be demolished including its pumps
and piping. Design work shall be performed in accordance with VA
design guides, standards and requirements, NFPA, ASHRAE and local and
federal codes. The selected firm shall have a comprehensive knowledge,
experience, facilities, expertise, personnel, etc. to complete
necessary site evaluation, as build drawings, survey work and bidding
documents within 120 calendar days (four months) after design project
award. THIS NOT A REQUEST FOR PROPOSAL. Firms with reference
qualifications are invited to submit standard Form 254 and 255
including a design approach for such project to the issuing office of
this procurement, not later than Dec-30-99. Standard Industrial
Classification Code (SIC) 1711, and size standard $7.0 are applicable.
This procurement is restricted to A/E firms within one hundred miles
radius of VAMC, San Juan, Puerto Rico and is subject to the
