The Department of Veterans Affairs, VA Medical Center, 10 Calle Casia, San Juan, Puerto Rico 00921-3201, is soliciting for the services of an Engineering firm, specialized in design and renovation of Hospital HVAC and controls projects to develop detailed as-built drawings, design & bidding documents, construction cost estimates and construction phasing schedule and provide necessary construction period service for the project titled "GRAPHIC CONTROL SYST REPL"; Project No. 672- 00-103. Project contemplates the replacement of an existing 30-year-old Honeywell control system with a state of the art DDC (direct digital controls) Energy Management Center (EMC). In addition, the project will relocate the control center room (Graphic Control Room) to an existing room located by the Boiler Plant and the new Chilled Water Plant. Existing deteriorated Honeywell pneumatic Control system is to be removed and disposed. All Medical Center existing utilities, HVAC, and BSE systems local and/or remote control units' panels, modules, devices, sensors, wiring, etc. are to be replaced and/or modified to complete the necessary interface with the new DDC Energy Management System. Design wok shall be performed in accordance with VA design guides, standards and requirements, NFPA, ASHRAE and local and federal codes. The selected firm shall have a comprehensive knowledge, experience, facilities, expertise, personnel, etc. to complete necessary site evaluation, as build drawings, survey work and bidding documents within 120 calendar days (four months) after design project award. Firms with reference qualifications are invited to submit standard Form 254 and 255 including a design approach for such project to the issuing office of this procurement, not later than Dec-30-99.
