C -- A/E SERVICES TO DESIGN REPLACEMENT OF ROOFS SOL 646-12-00 DUE 011000 POC Marian Ropelewski (412)365-5455 The Government has a requirement for Professional Architect/Engineering Services with IH Services, Project 646-00-107H to design Buildings 6 (approx. 29,000 SF) and 8 (approx. 23,000 SF) roof replacement at the VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206. All design shall be in accordance with NFPA and all applicable codes, VA Guidelines and master specifications. A/E shall provide Field Investigation, Design Development, Construction Documents, and Contstruction Period Services. Perform complete site survey to evaluate existing conditions of roofs, inspect ACM on base flashing and design abatement as needed, inspect lighting protection and design replacement as necessary; review roofs and facility needs with staff and offer different design options; provide coordination, review and consultation services with meetings thru completion of entire project, report recommendations/options for replacement complete with cost options; prepare schematics, design development construction documents and contract specifications. Design reviews at 50%, 75% and 100%. Design review documents include drawings using Autocadd 14 on 3.5" disks and both hard copy of specifications and soft copy on 3.5" disk in word perfect. Architectural, electrical and mechanical drawings shall clearly note impact on or changes to existing building systems and utilities. A/E to develop construction phasing requirements to insure safety to patients, staff and visitors and provide the most efficient plan for construction with minimal disruption for healthcare operations. Thirty (30) sets of construction documents required with reproducible vallum drawings that include notes, details, legends, location of equipment, etc. and indicate phasing plan. Construction Period Services include witness acceptance tests, site visits/inspections with reports to project engineer, perform final inspection including punchlist in hard copy and 3.5" disk format with accurate as-built drawings on 3.5 disks in Autocadd release 14 and one complete set of mylar as-builts. A/E responsible for providing professional Industrial Hygiene Services to perform asbestos survey, investigations, bulk sampling, asbestos removal specifications and drawings, monitoring in appropriate areas and construction period services. Procurement is set-aside for small business concerns. The Standard Industrial Classification (SIC) Code is 8712, size standard is $2.5M average annual gross revenue for the last 3 fiscal years. Construction Cost estimate is between $250,000 and $500,000. Area of consideration is limited to a 60-mile radius from the VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206. Award will be to the A/E firm judged by the VA to be the best qualified for the work. See Numbered Note 24. Additional evaluation concerns reputation and standing of the firm and its principal officials with respect to professional performance, general management and cooperativeness; record of significant claims against client because of improper or incomplete architectural and engineering services and specific experience and qualifications of personnel proposed for assignment to the project with knowledge of roofing material available and prior successful experience designing projects of this size, nature and cost, and experience in design of roofs of healthcare facilities and record of working together as a team.
