C -- TCS LIFECYCLE COST ESTIMATE POC Mary Lee Schuck, Fax: 301-757-5956, Email: schuckml@navair.navy.mil Naval Air Systems Command intends to issue a sole source procurement to Summit Engineering Group, Waldorf, MD, under contract N00019-99-M-1097, to continue their development of the TCS life cycle cost estimate incorporating those changes required by the program office, as well as, those changes necessitated by programmatic updates to the Predator, VTUAV, and TUAV air vehicle programs. Summit Engineering Group has been working on the initial TCS Program Office Life Cycle Cost Estimate (POE) since February 1998 and during that time, has developed a cost model for the TCS program and become an integral member of the TCS life cycle cost IPT. The life cycle cost model developed by Summit Engineering, forms the basis of the TCS (POE) and it will be incorporated into the life cycle costs estimate for milestone II. Over the past twelve months, Summit Engineering Group has developed the necessary expertise needed to further develop the TCS life cycle cost model required for the Program's milestone II decision. Failure to retain Summit engineering group's expertise during this critical phase of the TCS acquisition process could seriously jeopardize TCS's ability to reach a favorable milestone II decision.
