The purpose of this notice is to inform all parties that the United States Navy, Space and Naval Warfare Systems Command (SPAWAR SYSCOM) proposes to award a Firm-Fixed Price, Sole Source Contract to ICE Communications Inc., PO Box 8668, Reston, VA 20190. This contract will be for three years. The total effort is for Enterprise License TurboPrep Messaging Software (perpetual, transferable, right to use license within DON to include unlimited rights to copy and distribute). The TurboPrep DON software enterprise license will support all DON organizations providing a JITC certified user friendly application to support legacy message text format generation, MIL-STD 6040 templates, Allied Communications Protocol (ACP) 126 modified, ACP 127 modified, Defense Special Security Communications System (DSSCS) Operating Instruction (DOI-103), and Special Operations Communications (SOCOMM) formats header capability utilizing the AUTODIN and DSSCS transmission capability.
