more information. The Fleet and Industrial Supply Center, San Diego
Simplified Acquisition, Monterey Site (FISC SD, Mtry Site) intends to
negotiate on a sole source basis, under the authority of FAR 13.106-1
(b) with Harry S. Quast, Counsultant, 1200 North Nash Street,
Arlington, CA to review academic curriculum at the Naval Postgraduate
School, Monterey, Ca in accordance with the statement of work. This is
a combined synopsis/notice to procure a commercial item prepared in
accordance with subpart 12.6 and supplemented with additional
information included in this notice. This announcement constitutes the
only solicitaiion; request for quotation is being requested based on
the information contains herein. The solicitaiton documents and
incorporated provivions and clauses are those in effect theough federal
acquisition Regulation Part 12. The Statement Of Work is as follows:
The Naval Postgraduate School an academic institution whose emphasis is
on study and research programs relevant to the Navy's interest, as well
as to the interests of other arms of the Department of Defense. The
programs are designed to accommodate the unique requirements of the
military. The student body consists of officers from the five U. S.
uniformed services; officers from approximately 30 allied countries,
and a small number of civilian employees. There are 44 curricula taught
at NPS that span diverse disciplines. Each curriculum has educational
skill requirements defined by the sponsor. NPS is a vital part of the
investment in officer education as the Navy prepares for the challenges
and opportunities of the 21st century. A review of NPS programs and
their alignment to navy educational requirements is essential to the
formation of NPS' strategic plan for the future. SCOPE: The contractor
shall meet with curricula and resources sponsors to determine current
and further needs of the Navy and DoN as facilitate the flow of
information between NPS and those sponsors. The contractor shall also
participate in the Secretary of the Navy's Personnel Task Force and
provide comments and recommendations to NPS. The Naval Postgraduate
School provides specialized graduate education to a very customer, the
U. S. Navy and other uniformed services. Many of the curricula at NPS
have a counterpart in a civilian university, however those curricula
developed at NPS and developed with specific educational skill
requirements as defined by the Navy. Not only is the graduate education
at NPS unique, the career path and general socio-economic status of the
NPS student is uniquely defined as NPS students are primarily officers
of the U. S. uniformed services. These two components coupled cannot
be duplicated in a civilian institution, nor can an individual/company
with expertise in traditional graduate education be familiar with the
complexities of the military academic environment. TASK 1. The
contractor shall meet with curriculum and resource sponsors to ensure
NPS is meeting their current and future needs. 2. The contractor shall
facilitate the flow of information between NPS and those sponsors. 3.
The contractor shall participate in Secretary of the Navy's (SecNav)
Personnel Task Force. 4. The contractor shall provide responses and
recommendations from the Task Force. DELIVERABLES 1. The contractor
shall provide written reports on a monthly basis summarizing findings.
2. The contractor shall provide a written analysis of the SecNav's
Personnel Task Force meeting. TRAVEL: It is anticipated that the
contractor will be required to make five (5) trips between Washington
DC and Naval Postgraduate School, Monterey, CA for a duration of
approximately one week per tripe. PERIOD OF PERFORMANCE: From the time
of award through 30 September 2000. At contractors site with several
anticipated trips to Naval Postgraduate School, Monterey, CA.
REQUIREMENT 1. Experience in sea and shore manpower, personnel and
information management. 2. Knowledge and experience with student body,
manpower and personnel issued. 3. Knowledge of NPS and Navy resource
and curricula sponsors. 4. Familiar with military culture, police,
educational goals, the NPS environment, and the DoN staff. The
contrctor shall be available to perform travel as required in
performance of these tasks. CLASSIFICATION: Unclassified. NOTE: The
