Division intends to procure Engineering Support Services under a
five-year, CPAF, level-of-effort, delivery-order type contract. The
applicable SIC code is 8711. The principle places of performance will
be China Lake and Point Mugu, CA. Tasks to be performed include the
engineering support disciplines defined in DOD Regulation 5000.2R
Change 3, Subj: Mandatory Procedures for Major Defense Acquisition
Programs (MDAPs) and Major Automated Information System (MAIS)
Acquisition, and SECNAV Instruction 5000.2B, Subj: Implementation of
Mandatory Procedures for Major and Non-Major Defense Acquisition
Programs and Major and Non-Major Information Technology Acquisition
Programs. These support services may be applicable to any life cycle
phase. Contractor personnel working on this effort will be required to
have a security clearance up to and including Top Secret. Facility
clearance must be to the Secret level. The contractor is expected to
establish facilities at both the China Lake and Point Mugu sites and
these facilities must be located within 20 miles of the main gate at
each site. Offerors should note that 33% of the total contract labor
related costs is to be accomplished by small business concerns.
Included within the subcontracting requirements is a requirement that
at least 10% of the total contract labor related costs (30.3% of the
33%) will be accomplished by small disadvantaged business as defined in
DFARS 252.219-7003 clause: SMALL, SMALL DISADVANTAGED AND WOMEN-OWNED
SMALL BUSINESS SUBCONTRACTING PLAN (DOD CONTRACTS)(APR 1996).
Additionally, oral technical presentations, based on random drawing
will be scheduled to commence a week after the closing date of the RFP.
Oral presentation requirements shall be provided in the solicitation.
The RFP is due to be released on or about December 10, 1999 and
proposals will be due 60 days after release. IT IS THE GOVERNMENT'S
INTENTION TO AWARD THIS CONTRACT WITHOUT DISCUSSIONS. The Government
will consider proposals from all responsible offeror's. Note: A
pre-proposal conference is scheduled for December 14th, 1999 at
12:30-3:30 PM (PST) at Farris's at the Heritage Inn, Ridgecrest, CA
