requirement is to obtain the necessary qualified personnel, materials,
facilities, equipment and services to perform data collection and
evaluation support for the National Highway Traffic Safety
Administration's occupant protection survey programs. One of NHTSA
goals is to increase the use of safety belts and motorcycle helmets.
NHTSA has used large scale observational surveys to measure occupant
restraint use in the metropolitan and the national levels. Nationwide
surveys may be conducted biannually and smaller, reduced scale surveys
may be conducted as required. Also, the contractor may be requested to
review the current survey design and provide recommendations for
improvement. The contractor also may be requested to provide states or
communities assistance in designing, implementing and improving their
own restraint use surveys. The offerors must demonstrate experience in
statistical design, direct collection, compilation, and analysis of
data for large scale national survey. Also, the offerors must
demonstrate the ability to quickly field a network of experience data
collectors which can implement and directly collect observational data
on a national level. The Government contemplates awarding a Indefinite
Delivery/Indefinite Quantity task order type contract. The Government
requirements will be identified and perform under issued Task Orders.
The period of performance is for base period of three (3) years with
options for two (2) additional one-year periods. Electronic copies of
