NOTICE OF INTENT TO PURCHASE VIA SOLE SOURCE It is the Government's intent to make a sole source award to Center for Research into Ecological & Environmental Modeling, Mathematical Institute, University of St. Andrews, North Haugh, St. Andrews, Fife, FY169SS, Scotland. The proposed contract action is for development of additional statistical algorithms and add-in modules for Ver. 4 of the software program "Distance" designed, developed and supported by scientists at the Centre for Research into Ecological and Environmental Modelling (CREEM) at St. Andrews University in Scotland. The software uses distances estimation to determine status and trends of animal populations. The modules are tailored for: users doing variable circular plot (VCP) surveys; providing data-entry screens that match layout of forms used in the field to collect data to promote efficiency and quality control; development of new statistical algorithms to allow data from multiple surveys to be combined and sorted to increase sample size and improve detection function generated by the program; implementing in Distance' methodologies that allow data from separate sites to be combined in the analysis. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A solicitation will not be issued. Award will be made using simplified acquisition procedures. The standard industrial classification code (SIC) is 7371.
