NASA/LaRC plans to issue a IFB for Replacement of Unit Substations "A" and "B" at Building 1265, Langley Research Center The work to be performed under these specifications includes extending the existing fencing and concrete slab, the removal of Unit Substation "A" that includes primary switch No. 3094, oil-filled transformer, secondary switchgear and metering box, furnishing and installing a new primary switch No. 3094, transformer and secondary switchgear, removal of Unit Substation "B" primary switch No. 3128, secondary switchgear and metering box and installing a new primary switch No. 3128 and secondary switchgear adjacent to Building 1265 located in the West Area of the Langley Reseach Center. As shown on the contract drawings, the space that is available to install the new equipment is extremely limited. The new equipment shall be manufactured to fit in existing substation area (including extension) utilizing existing positions of primary and secondary feeders in Unit Substations "A" and "B" and existing transformer primary and secondary throats in Unit Substation "B". The Contractor shall furnish all plant, equipment, tools, materials, labor and services necessary for or incidental to a complete and finished job as shown on the drawings and as stated in the specifications. The order of magnitude for the procurement is between $250,000 and $500,000 and the effort shall be completed within 270 calendar days after notice to proceed. This procurement is part of the Small Business Competitiveness Demonstration Program. The SIC Code and small business size standard for this procurement are 1629 and $17M, respectively. The anticipated release date of the IFB is on or about December 13, 1999 with an anticipated offer closing date of on or about January 12, 2000. All QUALIFIED responsible sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See Internet Note "B".
