R -- BROAD AGENCY ANNOUNCEMENT (BAA-00-01-PKRE), U.S. AIR FORCE (AF) MENTOR-PROT G PROGRAM FOR THE 311th HUMAN SYSTEMS WING SMALL BUSINESS OFFICE (HSW/BC). A -- INTRODUCTION: Information regarding this acquisition is available through the Internet on the HSW San Antonio Request For Proposal (RFP) and Acquisition Highway (SARAH): http://sarah.brooks.af.mil/sarah/AdvertisedSolicitations.asp?div=hsw and at the AF Mentor-Prot g Center of Excellence website http://www.brooks.af.mil/HSC/BC/MP. BAA updates, all amendments and information related to this announcement will be available only through the (SARAH) website. Interested parties are responsible for reviewing the SARAH website for current information. Registration through the SARAH website will provide automatic email notification whenever the website is updated. Proposals submitted in response to this announcement shall be mailed to: 311th HSW/PKRE, ATTN: Annabel Rivera 8005 9thStreet, Brooks AFB, TX 78235-5353. Proposals must be received by 25 January 2000, 12:00 NOON, Central Standard Time in order to be considered for the initial round of awards. The Commerce Business Daily (CBD) and Internet release will be simultaneous. This BAA announcement will remain open until 10, July 2000. The Government intends to fund contract awards over three separate award cycles. The initial award cycle is scheduled on or about 21 Feb 2000. The proposal due dates for the second and third cycles are scheduled for 10 Apr 2000 and 10 Jul 2000. The second and third award cycles are scheduled on or about 15 May 2000 and 14 August 2000 respectively. Contracts awarded based on responses to this BAA are considered to be the result of full and open competition. B -- OBJECTIVE: The purpose of this DoD program is to incentivize DoD contractors, performing under at least one active approved subcontracting plan negotiated with DoD or other Federal Agencies, to assist small disadvantaged business (SDBs) in enhancing their capabilities to satisfy DoD and other contract and subcontract requirements, to increase the overall participation of SDBs as subcontractors and suppliers under Mentor contracts, DoD contracts, other government agency contracts, and commercial contracts, and to foster the establishment of long term business relationships between SDBs, the Mentor and other such contractors. Under this program companies approved, as mentor firms will enter into mentor-prot g agreements with eligible SDBs to provide appropriate developmental assistance to enhance their prot g capabilities in the technology areas listed below. The anticipated developmental assistance areas may include: technology transfer, engineering and technical matters such as production, inventory control, quality assurance, subcontracting opportunities, and any other assistance designed to develop the capabilities of the prot g firm under the development program. C -- ADDITIONAL INFORMATION: The 311th Human Systems Wing (311th HSW/PKRE) intends to award Cost Plus Fixed Fee contracts with eligible mentors in accordance with the DoD Mentor-Prot g Program. The period of performance shall be one year from date of award with an option for an additional year. Descriptions of the program and eligibility requirements are provided in Appendix I of the Federal Acquisition Regulation (FAR) supplement. The Revised Mentor-Prot g Handbook may be downloaded from the SARAH website. Awards will focus on the innovative transfer of state of the art technology in the following standard industrial classification codes (SIC). All areas are equal in weight. 36XX Electronic Components, ex Computers 37XX Transportation Equipment 38XX Measuring, analyzing and controlling instruments 39XX Miscellaneous Manufacturing Industries 47XX Transportation Services 737X Computer Programming, Data Processing and Other Computer Related Services 87XX Engineering Services Proposals must demonstrate that a comprehensive prot g needs assessment has been performed prior to submittal. The needs assessment should focus on a specific technology, within the identified thrust areas, to be transferred. Proposals consisting primarily of business infrastructure and management assistance will not be considered. D -- PROPOSAL PREPARATION INSTRUCTIONS: The contractor shall provide an original and 3 copies of its proposal in 3 ring binders. Proposal format shall be single sided 8 1/2 X 11 pages, 12-pitch width with (1) one inch margins. Page limitations are exclusive of tables of contents, indexes and the Mentor Prot g application. Photographs, foldouts, appendixes and attachments are inclusive of page counts. Each proposal shall be valid through 30 September 2000 and shall consist of the following: Volume One Executive Summary, 2 page maximum; Mentor-Protege Agreements, 10 pages maximum, Mentor Prot g Application, 10 page maximum, (download from the DoD Mentor-Prot g website www.acq.osd.mil/sadbu/mentor_prot g /), Prot g SDB Certification (IAW SBA Requirement), and Past Performance Information which shall consist of the last three years of mentor-prot g experience, 2 page maximum Volume Two Technical volume; 20 pages maximum. This volume must address program execution and schedule IAW with AF MP Handbook and. AF M-P PostAward Conference Charts. The Post Award Charts are located at http://www.brooks.af.mil/HSC/BC/MP. Volume Three Cost volume; unlimited number of pages (and 2 diskettes). The cost volume shall contain sufficient pricing information to support the proposed price, sufficient pricing information to support the proposed price, such as labor categories, rates, hours broken out by program year along with breakouts of any material and ODCs listing quantities and copies of quotes and travel showing number of travelers, trips, duration, and destination. If any forward pricing agreements are being used, offers should state so in their proposals, along with the cognizant DCAA office. Volume Four Model Contract, Representations and Certifications Only those offerors with an acceptable technical evaluation will be required to submit Volume Four. The model contract, contract data requirements list, representations and certifications will be made available via the website. Volume Four shall NOT be placed in a three ring binder. Proposals lacking any of the documents required pursuant to this BAA, or required number of volumes, diskettes, etc. will be returned (upon request) or destroyed without evaluation. E -- BASIS FOR AWARD: Proposals received will be evaluated on how well their proposal satisfies the evaluation criteria listed below in descending order of importance: 1) subcontracting opportunities within existing and future mentor contracts and contracts with other firms, 2) merit of the technical approach in terms of meeting the developmental needs (technical) of the identified prot g, 3) active, long-term involvement of Historically Black Colleges and Universities and Minority Institutions, (DoD HBCU/MI Subcontracting Goal 5%). General consideration will be given to proposals significantly exceeding the HBCU/MI 5% subcontracting goal. 4) relevance to Air Force/DoD programs, 5) corporate capability to provide the proposed assistance to the prot g firm, 6) management plan showing project staffing and methods to resolve problems, 7) organizational commitment measured by usage of corporate resources; qualifications of the proposed principal/key personnel and supporting staff. General consideration will be given to relevant past and present performance. Cost is considered to be of secondary importance in the evaluation. Contractors are hereby notified that a private contractor will assist the Government in the evaluation of all proposals. Evaluated proposals will be classified as unsatisfactory, marginal, satisfactory or excellent. Proposals will be ranked from highest to lowest across all seven technology areas. Awards will be made starting at the highest rated proposal, descending down in order until all funds have been allocated. The dollar amount of individual awards may vary, however typical awards are expected to be $250,000 per one year period of performance. High tech manufacturing agreements may be funded above the $250,000 range if the proposal warrants it. The Government intends to make four to five awards over each of three separate periods, for a total of twelve to fifteen awards. The Government intends to award without discussions. The remaining proposals, not awarded contracts, will remain in order. Proposals received after the initial submittal will be evaluated against the above stated criteria and will be rank ordered within the existing list of proposals. Any proposal with a score equal to an earlier submitted proposal will fall in place after the proposal first received. The Government intends to award multiple contracts under this announcement and up to ten percent of the total funds available for award are reserved for award to a qualified graduated 8(a) mentor. In addition another ten percent will be reserved for award to Native American Owned Business or Tribally Owned Business concerns. Proposals should indicate whether offerors desire to be considered for reserved awards. Offerors are advised that only contracting officers are legally authorized to commit the government to an award under this BAA and each award is subject to availability of funds. The cost of preparing proposals is not an allowable direct charge to any contract award as a result of this announcement; nor is proposal preparation cost allowable on any other contract. Proposal costs, however, may be an allowable indirect expense to the normal bid and proposal (B&P) indirect costs in accordance with FAR 31.205-18. F- POSTAWARD CONFERENCE: The AF intends to host a postaward conference at Brooks AFB, after each award cycle.
