Center-Washington on behalf of the Program Manager for Mines,
Countermine and Demolitions intends to negotiate a Cost Plus Fixed Fee
contract with Quantum Magnetics, Inc. of San Diego, CA for development
of Quadrupole Resonance (QR) technology. The proposed sole source
contract is the result of the sources sought synopsis entitled Nuclear
Quadrupole Resonance issued on 8 November 1999, and will require the
design, fabrication and test of a vehicular mounted mine detection
subsystem. This contract will investigate the use of QR technology in
two configurations: Confirmation and Scanning. The contract will be
negotiated and awarded under the authority of other than full and open
