Environmental Protection Agency under the Simplified Acquisition
Procedures of FAR Part 13 intends to issue a sole source purchase order
to the Minnesota Department of Agriculture. The EPA is FACNET
certified. The SIC code for this requirement is 8733. DESCRIPTION:
Agricultural Clean Sweep Pilot Project. The goal of this requirement is
to work in collaboration with the EPA Regions, and State/Tribal Lead
Agencies to gather information on the pesticide collected in
Agricultural Clean Sweep Programs. Many individual farmers, pest
control operators, for-hire pesticide applicators, retail dealers, and
local governments have unwanted pesticides that need to be disposed.
Because unwanted pesticides may be stored in poor conditions, many
States have decided that it is important to collect and properly
dispose of these pesticides to minimize the possibility of pesticide
releases and the associated risks to humans and the environment. In the
past decade, nearly all of the States have run programs to collect and
dispose of unwanted pesticides, called "Amnesty Days" and "Clean
Sweeps". These are generally one-time or limited programs intended to
clean up existing stocks that have accumulated over time; they are not
intended to permanently provide disposal services. The pilot project
will not include programs which collect only household hazardous waste.
The Office of Pesticide Programs (OPP) Disposal Team has already
compiled data on total quantities of pesticides disposed through Clean
Sweep programs, and sent a summary report to EPA regions in February
1998. The Disposal Team has some information on the amount of specified
pesticides collected at different Clean Sweep programs from 15 States,
but the level of detail and the scope of pesticides included in the
data vary. The contractor shall monitor, collect and provide the
quantities of specific pesticides disposed through State or Tribal
Clean Sweep programs, and provide an evaluation of the additional
expense entailed in tracking specific chemicals. The pesticides of
primary interest are: aldrin, chlordane, DDD/DDE/DDT, dieldrin,
hexachlorobenzene, mirex, and toxaphene. Pesticides of secondary
interest are: bromophos, chlordene, dicofol, endrin, heptachlor,
isobenzan, isodrin, kepone, leptophos, methoxychlor, pendimethalin,
trichloronate, and trifluralin. OPP's analysis of Clean Sweep Program
information will help support several projects that are part of the
EPA-wide integrated strategy on persistent and bioaccumulative toxic
chemicals (PBTs). The work involves the Greta Lakes National Program
Office (GLNPO), the Office of Pesticide Programs (OPP), the Office of
Pollution Prevention and Toxics (OPPT), the Office of International
Activities (OIA), and the Office of Solid Waste (OSW). The projects
involved are: GLNPO's continuation of Clean Sweep programs in the Greta
Lakes Basin; OPP's and OIA's work in helping developing countries
manage old pesticide stockpiles; OPP's analysis of obsolete pesticide
stocks in the U.S. that would be presented at various international
meetings on pesticide disposal; EPA's involvement in the Persistent
Organic Pollutants (POP) Protocol negotiated under the United Nations'
Economic Commission for Europe Long Range Transboundary Air Pollution
(LRTAP) Convention: OPPT's work in determining the quantity of each
PBT pesticide that is currently being disposed in hazardous waste
disposal facilities (e.g., incinerators) for the Toxic Release
Inventory; Office of Solid Waste investigation of ways to manage
dioxin-containing waste (including pesticides such as 2,4,5-T and
Silvex). Project duration may not exceed 14 months. NO SOLICITATION IS
