This solicitation is prepared in accordance with the format in FAR Subpart 12.6 (commercial services) as supplemented with additional information contained in this notice. This announcement constitutes the only solicitation that will be issued. Solicitation N00164-00-R-0022 is being issued as a Request for Proposal. Solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 97-14 and Defense Acquisition Circular 91-13. This action is reserved for Small Business. Services to be performed are: Line Item 0001 Design, layout and conduct an employee survey for the Naval Surface Warfare Center, Crane Division, Crane, IN., and Crane's satellite, Fallbrook, CA. The survey shall assess employee opinion of organizational effectiveness, managerial effectiveness, and employee morale. The results of the survey shall be compared with a 1998 survey conducted which determined employee opinions and concerns. The survey will consist of selected questions from the 1998 survey and additional questions determined by Crane and the contractor. Line Item 0002 Data in accordance with the enclosed DD Form 1423(s). Delivery shall be F.O.B. Destination to NSWC Crane IN with final inspection and acceptance at destination. The associated Standard Classification (SIC) code is 8999 and the small business size standard is $5.0. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government.
