311 HSW/PKOC, (210) 536-4502. The 311th Human Systems Wing Construction
Contracting Branch (HSW/PKOC) in support of the Air Force Center for
Environmental Excellence (HQ AFCEE), Brooks AFB, San Antonio, TX is
seeking a qualified firm to provide professional planning (Title I and
Other A-E) services to include but not limited to, planning,
programming, scoping, studies, services, and technology evaluations
leading to and including analytical processing of present and
prospective housing inventory, market studies, housing
community/neighborhood plans for installations, preliminary design,
community planning, and estimation services for proposed and existing
facilities, computer programming, model development and model
integration for installations worldwide under a firm-fixed price,
indefinite delivery-indefinite quantity (IDIQ) contract. These types of
services (Title I and Other A-E) will be required to provide products
including but not be limited to, Housing Market Analyses (HMAs),
Housing Community Plans (HCP), Real Property Maintenance model (RPM)
runs, Corporate Decision Model (CDM) runs, Air Force Family Housing
Master Plan (AF FHMP) for various installations. For information on

Housing Construction Projects). These projects will be located at US
installations worldwide. The firm must be capable of providing and
managing teams of individuals from within the firm or from subcontracts
with consultants to perform the various planning services for up to 30
installations at one time. The anticipated work may include; but not
be limited to the following: installation (military base), site,
utility, infrastructure; traffic and preliminary design concepts;
detailed studies of housing inventory, housing condition assessment,
and community/neighborhood plans within a defined housing area (HCPs);
determine the ability of the local housing inventory to adequately
meet the housing needs of military personnel stationed and supported by
the Base (HMAs); provide updates to and improvements of the Real
Property Maintenance model (RPM); provide updates and improvements to,
and run the Corporate Decision Model (CDM); and provide updates to and
publish the Air Force Family Housing Master Plan (AF FHMP); follow
current Congressional and Department of Defense policy and guidance.
The selected firm will be expected to work closely with AFCEE and
installation project managers. The total of all delivery orders per
year will not exceed $12M. There is no limitation on individual
delivery orders.. The A-E is guaranteed a minimum amount of $10,000
during the life of the contract. The term of the contract shall be for
one year with priced options for three (3) subsequent years. Firms
that meet the requirements described in this announcement are invited
to submit a letter of interest and complete Standard Forms 254/255 to
represent the team. Submission of office brochures is encouraged only
to the extent that they substantiate the work described on the Standard
Forms 254/255. Submittals (inclusive of SF254s and 255s) shall not
exceed 100 pages with font size of 10. Each sheet of paper with print
on both sides equals two pages. Fifty sheets printed on each side
(double sided) equals the one hundred pages. The front and back covers
of the offerors bound proposal will not be counted as a page unless
they contain printed elements of the proposal. All blank pages and/or
dividers used to organize the proposal will not be included in the page
count. Selection of firms for negotiation shall be through an order of
preference based on demonstrated competence and qualifications
necessary for the satisfactory performance of the type of professional
services required, that include: (1) Recent specialized experience and
technical competence in performing HMAs, HCPs, computer model
development and model integration; teams with comprehensive expertise
in these services will receive higher ratings; (2) Professional
qualifications of the staff and consultants that would perform the
actual project work; (3) Capacity of the firm to perform the work in
the required time; (4) Past performance history on both DoD and other
contracts in terms of quality of work, cost control and compliance with
performance schedules; (5) Capability to economically travel and
operate worldwide; (6) Volume of work previously awarded to the firm by
the DoD with the objective of effecting an equitable distribution of
DoD A-E contracts among qualified firms. Volume of DoD fees in the last
12 months shall be included in the submittal; (7) In accordance with
FAR 19.1202-2, the extent of Small Disadvantaged Business (SBD)
participation will be evaluated under this acquisition in the following
areas; a) The extent to which SDB concerns are specifically identified;
b) past performance of the firm in complying with subcontracting plan
goals for SDB concerns and monetary targets for SDB participation; c)
and the extent of participation of SDB concerns in terms of the value
of the total acquisition. An offeror may elect to propose a Mentor-Prot
g relationship as a means of fulfilling this requirement Firms who are
slated may be interviewed by the evaluation board. Information to be
provided will be determined at the time the decision is made to hold
interviews. This requirement will be solicited under Full and Open
Competitive procedures. This is a negotiated procurement that will
result in award of a firm-fixed price, indefinite delivery-indefinite
quantity (IDIQ) contract. Responses must be received before 4:00 P.M.
CST on 15 Dec 99 to be considered for selection. The closing date was
